Կթանկանա՞ն արդյոք արևային վահանակները

Արևային էներգետիկան, որը նախկինում համարվում էր միայն «էկո-էլիտայի» թանկարժեք հաճույքը, վերջին տասնամյակում վերածվել է աշխարհի ամենամատչելի էլեկտրաէներգիայի աղբյուրներից մեկի: 2010 թվականից ի վեր ֆոտովոլտային (ՖՎ) վահանակների և կուտակիչ համակարգերի գները նվազել են շուրջ 90%-ով: 2024 թվականին Եվրամիությունում սպառվող էլեկտրաէներգիայի գրեթե քառորդ մասը (23,4%) արդեն բաժին էր ընկնում արևային էներգիային:

Իսկ Մերձավոր Արևելքում բռնկված հակամարտությունների և գազի ներկրման կրճատման ֆոնին, արևային գեներացիան Եվրոպային թույլ է տվել օրական խնայել ավելի քան 100 միլիոն եվրո: Սակայն այս «կանաչ» հաջողությունը հայտնվել է լուրջ սպառնալիքի տակ: Պատճառը Եվրոպայի գրեթե բացարձակ կախվածությունն է արտաքին շուկայից. ԵՄ-ի ներկրած արևային վահանակների 98%-ը բաժին է ընկնում Չինաստանին: Պեկինը 2011 թվականից ի վեր ավելի քան 50 միլիարդ դոլար է ներդրել այս ոլորտում՝ վերահսկելով համաշխարհային արտադրական կարողությունների 80%-ից ավելին: Եվրոպական գործարանները հիմնականում զբաղվում են միայն վերջնական հավաքմամբ և ի վիճակի չեն մրցակցել չինական ինքնարժեքի հետ: Այսուհանդերձ, չինական մենաշնորհը հանգեցրել է ներքին կատաղի մրցակցության, ինչի պատճառով արտադրողները ստիպված էին արտադրանքը վաճառել ինքնարժեքից ցածր գնով: Մինչև 2024 թվականի սկիզբը չինական ընկերությունների զուտ վնասը կազմել էր շուրջ 5 միլիարդ դոլար:

Ճգնաժամը հաղթահարելու համար Չինաստանի իշխանությունները դիմեցին կտրուկ քայլերի՝ վերանայելով արտահանման սուբսիդավորման համակարգը. 2026 թ. ապրիլի 1-ից ամբողջությամբ չեղարկվել է արևային արտադրանքի արտահանման ԱԱՀ-ի 9%-անոց վերադարձը: Մարտկոցների համար ԱԱՀ-ի վերադարձը կրճատվել է մինչև 6%, իսկ 2027 թ. հունվարի 1-ից այն նույնպես ամբողջությամբ կվերացվի: Այս փոփոխությունների շեմին՝ 2026 թվականի մարտին, եվրոպական մի շարք երկրներ (Ֆրանսիա, Իտալիա, Լեհաստան, Ռումինիա) ռեկորդային ծավալներով չինական վահանակներ գնեցին՝ փորձելով հասցնել մինչև թանկացումները: Այնուամենայնիվ, հարկային նոր քաղաքականությունը, արծաթի գնի բարձրացումը և աշխարհաքաղաքական լարվածությունը առաջիկայում կարող են հանգեցնել արևային էներգիայի բաղադրիչների զգալի թանկացման ողջ աշխարհում:
