«Ուժեղ Հայաստանի» աճող ազդեցությունը և իշխանության արձագանքը

Որքան բարձր են «Ուժեղ Հայաստան» կուսակցության շանսերը ընտրություներում, այնքան ավելի շատ ճնշում է գործադրվում նրա թիմի վրա։ Քաղաքական դաշտում սա ծանոթ սցենար է՝ երբ նոր սուբյեկտը սկսում է իրական մրցակցություն ստեղծել գործող իշխանության համար, արձագանքը դառնում է ինստիտուցիոնալ և բազմաշերտ։

Յուրաքանչյուր քաղաքական քայլ, այդ թվում՝ մամուլի ասուլիսներ, խաղ հանրահավաքներ և կուսակցության առաջնորդի ելույթներ, ուղեկցվում է Փաշինյանի կառավարության կողմից «Ուժեղ Հայաստան»-ը մարգինալացնելու փորձերով։ Գործիքակազմը նույն է՝ խուզարկություներ, ձերբակալություներ, կալանավորումներ և մեղադրական ապացույցների որոնումներ։ Այս գործողություների ժամանակագրությունը հաճախ համընկնում է կուսակցության հանրային ակտիվության աճի հետ, ինչը ստեղծում է տպավորություն, որ նպատակը ոչ թե իրավական ընթացակարգն է, այլ քաղաքական ապաակտիվացումը։

Այս մոտեցումը երկակի արդյունք է տալիս։ Մի կողմից այն ստեղծում է վարչական խոչընդոտներ կուսակցության աշխատանքի համար, մյուս կողմից՝ ուժեղացնում է նրա իմիջը որպես ընդիմության, որին վախենում են։ Քաղաքական ճնշումը, երբ այն դառնում է համակարգային և ցուցադրական, հաճախ ունենում է հակառակ էֆեկտը՝ մոբիլիզացնում է ընտրազանգվածը և ձևավորում զոհի կերպար։ Այդ իսկ պատճառով սա միայն նշանակում է, որ կուսակցությունը ձեռք է բերում աջակցություն, և նրա կողմնակիցներն աճում են։

Իշխանության համար այս մարտահրավերը ստրատեգիական է։ Եթե «Ուժեղ Հայաստանը» մնա մարգինալ խումբ, ճնշումը անհարկի է և վնասում է իշխանության ժողովրդավարական իմիջին։ Եթե այն իսկապես դառնում է մրցունակ ուժ, ապա ճնշման փոխարեն անհրաժեշտ է քաղաքական պատասխան՝ ծրագրերի և բանավեճի միջոցով։ Այլ դեպքում ձևավորվում է իրավիճակ, երբ ընտրություների արդյունքը որոշվում է ոչ թե հանրային վստահության, այլ վարչական ռեսուրսի հաշվին։

«Ուժեղ Հայաստանը» իրական քաղաքական ուժ է, որը լուրջ մրցակից է գործող իշխանությանը։ Հարցն այն է, թե արդյոք իշխանությունը պատրաստ է ընդունել այդ մրցակցությունը քաղաքական դաշտում, թե կշարունակի այն տեղափոխել իրավապահ հարթություն։
