«Աղքատության թակարդից» դուրս գալու խոստումը․ ինչ է առաջարկում «Ուժեղ Հայաստանը»

Հայաստանում սոցիալական խնդիրները շարունակում են մնալ հասարակության ամենացավոտ հարցերից մեկը։ Տասնյակ հազարավոր ընտանիքներ այսօր ապրում են նվազագույն պայմաններում՝ ամեն օր բախվելով կենսական անհրաժեշտ կարիքները հոգալու դժվարությանը։ Այս ֆոնին քաղաքական ուժերը փորձում են ներկայացնել այնպիսի ծրագրեր, որոնք ոչ միայն կթեթևացնեն մարդկանց վիճակը, այլև երկարաժամկետ լուծումներ կառաջարկեն։

«Ուժեղ Հայաստան» կուսակցությունը հայտարարում է, որ իր առաջնահերթություններից մեկը բնակչության սոցիալական ծանր վիճակի հաղթահարումն է։ Կուսակցության կողմից ներկայացված «Աղքատության թակարդը» հաղթահարելու ծրագիրը, ըստ հեղինակների, ուղղված է ոչ թե մարդկանց մշտապես նպաստառու պահելուն, այլ աղքատությունից դուրս բերելու իրական հնարավորություններ ստեղծելուն։

Ծրագրի հիմքում դրված է այն մոտեցումը, որ սոցիալական աջակցությունը պետք է դառնա ժամանակավոր, բայց արդյունավետ գործիք՝ մարդկանց հնարավորություն տալով վերականգնել իրենց կենսամակարդակը, ապահովել ընտանիքի հիմնական կարիքները և վերադառնալ ակտիվ տնտեսական կյանք։

Կուսակցությունում վստահ են, որ պետության պարտականությունը միայն ֆինանսական նվազագույն օգնություն տրամադրելը չէ, այլ մարդկանց ինքնուրույն առաջ շարժվելու պայմաններ ստեղծելը։
Առաջարկվող աջակցության շրջանակում նախատեսվում է ապահովել ընտանիքների առաջնային կարիքները՝ սնունդ, առողջապահություն և նվազագույն կենսապայմաններ։ Կուսակցության ներկայացուցիչների համոզմամբ՝ նման մոտեցումը կարող է էական ազդեցություն ունենալ տասնյակ հազարավոր ընտանիքների կյանքի վրա և կանխել սոցիալական լարվածության խորացումը։

Միևնույն ժամանակ, «Ուժեղ Հայաստան» կուսակցությունը շեշտում է, որ իր ծրագրերը չեն սահմանափակվում միայն սոցիալական ոլորտով։ Կուսակցության հայտարարությունների համաձայն՝ իրենց քաղաքական օրակարգում առանցքային տեղ ունեն նաև տնտեսական զարգացման, կրթության, մշակույթի և հասարակական կյանքի մյուս կարևոր ուղղությունները։ Կուսակցությունում համոզված են, որ երկրի առաջ կանգնած խնդիրները հնարավոր չէ լուծել հատվածական քայլերով, և անհրաժեշտ է համապարփակ քաղաքականություն։

Քաղաքական ուժը նաև փորձում է ներկայանալ որպես նոր ձևավորվող բևեռ՝ ընդգծելով, որ իրեն չի նույնացնում ո՛չ նախկին, ո՛չ ներկա իշխանությունների հետ։ «Ուժեղ Հայաստան»-ում պնդում են, որ հասարակության դժգոհությունն ու փոփոխությունների պահանջը պահանջում են նոր քաղաքական մոտեցումներ և նոր պատասխանատվություն ստանձնող ուժեր։

Առաջիկա ընտրություններին ընդառաջ սոցիալական թեմաները, ամենայն հավանականությամբ, շարունակելու են մնալ քաղաքական պայքարի հիմնական առանցքներից մեկը։ Իսկ թե ներկայացվող ծրագրերից որոնք են իրականում կարողանալու վերածվել գործնական արդյունքի, պարզ կդառնա արդեն քաղաքական գործընթացների հաջորդ փուլերում։
