«Ուժեղ Հայաստանի» ծրագիրը․ ինչպես են առաջարկում հաղթահարել աղքատության թակարդը

Հայաստանում սոցիալական ծանր իրավիճակը շարունակում է մնալ ամենացավոտ խնդիրներից մեկը։ Տնտեսական դժվարությունները, գնաճը և բնակչության եկամուտների անկայունությունը հազարավոր ընտանիքների կանգնեցրել են գոյատևման խնդրի առաջ։ Հատկապես մարզերում բազմաթիվ ընտանիքներ այսօր ապրում են նվազագույն պայմաններում՝ հաճախ չկարողանալով ապահովել նույնիսկ առաջնային կարիքները։

Այս ֆոնին «Ուժեղ Հայաստան» կուսակցությունը ներկայացրել է աղքատության հաղթահարմանն ուղղված իր ծրագիրը։ Կուսակցության ներկայացուցիչ Նարեկ Կարապետյանի խոսքով՝ Հայաստանում շուրջ 600 հազար մարդ այսօր բառացիորեն պայքարում է գոյատևելու համար և հազիվ է կարողանում ծայրը ծայրին հասցնել։

Նրա գնահատմամբ՝ խնդիրը միայն սոցիալական աջակցությունը չէ, այլ համակարգային մոտեցման բացակայությունը։ Այդ պատճառով կուսակցությունը առաջարկում է նոր մեխանիզմ, որը նպատակ ունի նվազեցնել սոցիալական ծանր բեռը և մարդկանց հնարավորություն տալ հաղթահարելու աղքատության թակարդը։

Ծրագրի շրջանակում առաջարկվում է ամսական աջակցություն հատկացնել սոցիալապես խոցելի ընտանիքներին։ Ըստ ներկայացված մոտեցման՝ հինգ հոգանոց ընտանիքը կարող է ստանալ ամսական 150 հազար դրամ աջակցություն։ Կուսակցության ներկայացուցիչների խոսքով՝ այդ միջոցները նախատեսված են մարդկանց առաջնային կարիքները հոգալու համար՝ սնունդ, առողջապահական ծախսեր և նվազագույն կենսապայմաններ ապահովելու նպատակով։

«Ուժեղ Հայաստան»-ում համոզված են, որ սոցիալական քաղաքականությունը չպետք է սահմանափակվի միայն կարճաժամկետ օգնություններով կամ նախընտրական խոստումներով։ Նրանք հայտարարում են, որ անհրաժեշտ է ստեղծել երկարաժամկետ գործող համակարգ, որը կօգնի մարդկանց դուրս գալ ծանր սոցիալական վիճակից և վերականգնել նվազագույն կայունությունը։

Այդ նպատակով նախատեսվում է ստեղծել աղքատության դեմ պայքարի հիմնադրամ։ Նախաձեռնության հեղինակների խոսքով՝ հիմնադրամը պետք է ձևավորվի ինչպես պետական մասնակցությամբ, այնպես էլ արտասահմանյան գործընկերների ներգրավմամբ։ Նպատակն է ապահովել ծրագրի շարունակականությունը և այն դարձնել լայնածավալ սոցիալական գործիք։

Սոցիալական ոլորտի մասնագետները բազմիցս նշել են, որ աղքատության խնդիրը միայն թվերի մասին չէ։ Այն անմիջական ազդեցություն ունի մարդկանց առողջության, կրթության, ժողովրդագրական վիճակի և նույնիսկ երկրի անվտանգության վրա։ Երբ հազարավոր ընտանիքներ ապրում են մշտական անորոշության պայմաններում, դա աստիճանաբար վերածվում է համապետական մարտահրավերի։

Այս պայմաններում քաղաքական ուժերը փորձում են ներկայացնել տարբեր սոցիալական ծրագրեր և լուծումներ։ «Ուժեղ Հայաստան» կուսակցությունը հայտարարում է, որ իր ծրագրերը վերաբերում են ոչ միայն տնտեսությանը կամ քաղաքականությանը, այլ առաջին հերթին մարդկանց առօրյա կյանքին։

Կուսակցությունում վստահ են, որ խոցելի խմբերի աջակցությունը պետք է դառնա պետական քաղաքականության առաջնահերթություններից մեկը, քանի որ առանց սոցիալական կայունության հնարավոր չէ խոսել երկրի զարգացման մասին։
