Մոսկվայի կոշտացող ուղերձները և Հայաստանի առջև կանգնած ռիսկերը

Հայաստանի շուրջ աշխարհաքաղաքական զարգացումները շարունակաբար լարվում են, մինչդեռ երկրի ներսում հիմնական ուշադրությունը կենտրոնացած է նախընտրական պայքարի, քաղաքական հայտարարությունների և ներքին հակասությունների վրա։ Այդ ֆոնին ավելի ու ավելի նկատելի է դառնում Ռուսաստանի կողմից Հայաստանի նկատմամբ հնչող կոշտացող խոսույթը, որը փորձագիտական շրջանակներում արդեն գնահատվում է որպես առաջիկա լուրջ փոփոխությունների նախանշան։

Վերջին շրջանում ռուսական քաղաքական և փորձագիտական դաշտում ավելի հաճախ են հնչում ակնարկներ այն մասին, որ եթե Հայաստանը վերջնականապես ընտրի եվրոպական ինտեգրման ճանապարհը, ապա Մոսկվան կարող է վերանայել երկկողմ հարաբերությունների ներկայիս ձևաչափը։ Խոսքը միայն քաղաքական հարաբերությունների մասին չէ։ Առաջին հերթին վտանգի տակ կարող են հայտնվել տնտեսական, սոցիալական և մարդկային կապերը, որոնք տասնամյակներով ձևավորվել են երկու երկրների միջև։

Այսօր Հայաստանը Ռուսաստանից ստանում է էներգակիրներ արտոնյալ պայմաններով։ Բացի այդ, մի շարք ապրանքատեսակների ներմուծման և արտահանման ոլորտներում ևս գործում են արտոնյալ մեխանիզմներ, որոնք հնարավորություն են տալիս հայկական բիզնեսին պահպանել մրցունակությունը և ապահովել լրացուցիչ եկամուտներ։ Փորձագետների կարծիքով՝ հարաբերությունների սրման դեպքում հենց այս համակարգերն են առաջինը հայտնվելու հարվածի տակ։

Քննարկումների կենտրոնում է նաև այն հարցը, թե ինչ հետևանքներ կարող է ունենալ Հայաստանի հնարավոր անդամակցությունը Եվրոպական միությանը։ Վերլուծաբանների մի մասը չի բացառում, որ նման սցենարի դեպքում կտրուկ կփոխվի նաև Ռուսաստանի հետ սահմանային և միգրացիոն քաղաքականությունը։ Այդ դեպքում վտանգի տակ կարող են հայտնվել տասնյակ հազարավոր մարդկանց կենսական շահերը, հատկապես այն ընտանիքների, որոնց անդամները տարիներ շարունակ աշխատում կամ բնակվում են Ռուսաստանում։

Մասնագետները զգուշացնում են, որ հնարավոր սահմանափակումները կարող են վերաբերել ոչ միայն տնտեսական ոլորտին, այլև ավիափոխադրումների, միգրացիոն կանոնների և աշխատելու իրավունքների հարցերին։ Այդ ամենը կարող է լուրջ սոցիալական հետևանքներ ունենալ Հայաստանի համար, քանի որ բազմաթիվ ընտանիքների եկամուտները մեծապես կապված են արտագնա աշխատանքի հետ։

Բացի տնտեսական խնդիրներից, անորոշ է մնում նաև անվտանգային համակարգի ապագան։ Տարածաշրջանային լարվածության պայմաններում Հայաստանի համար անվտանգության հարցը շարունակում է մնալ առաջնային, սակայն մինչ այժմ հստակ պատասխան չկա, թե աշխարհաքաղաքական հնարավոր շրջադարձերի դեպքում ով և ինչ մեխանիզմներով պետք է ապահովի երկրի անվտանգությունը։

Այս ամենի ֆոնին փորձագիտական շրջանակներում ավելի հաճախ է հնչում այն տեսակետը, որ Հայաստանի իշխանությունները պարտավոր են հասարակությանը ներկայացնել ոչ միայն եվրոպական ուղղության հնարավոր առավելությունները, այլև այն ռիսկերը, որոնք կարող են առաջանալ արտաքին քաղաքական կտրուկ փոփոխությունների հետևանքով։ Քաղաքական գործընթացների աղմուկի մեջ հասարակության համար առավել կարևոր է հասկանալ, թե առաջիկա տարիներին ինչ տնտեսական, սոցիալական և անվտանգային իրականության առաջ կարող է կանգնել երկիրը։
