Փորձում են շահույթ ստանալ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վերջին օրերին ձվի շուկայում գնի բարձրացում է նկատվել: Ձվի գինն այս օրերին Երևանի սուպերմարկետներում հասել է մինչև 90 դրամի: Ձվի թանկացման հնարավոր պատճառների մասին խոսեցինք Ագրարագյուղացիական միավորման նախագահ Հրաչ Բերբերյանի հետ, ով նախևառաջ նշեց, որ գնային այս տատանումը չպետք է կապել արտաքին գործոնների հետ:

«Ներկայի թանկացմանը դրդող տարբեր գործոններ կարող են լինել: Ամենագլխավոր հանգամանքը կարող է լինել այն, որ մենք այսօր անասնակերի պակաս ունենք, ինչի մասին մտածելն ու հստակ քայլեր մշակելը շատ կարևոր է: Եթե մենք ուզում ենք ոչխարի, տավարի և թռչնի միս ու հավկիթ արտահանել, պետք է մտածենք անասնակերի մասին: Ցավոք սրտի գյուղնախարարությունը մոռացել է, որ անասնաբուծությունն իր պատասխանատվության տակ է, և այստեղ բարձիթողի վիճակ է: Ինչ վերաբերում է կոնկրետ այս շրջանի թանկացմանը, ապա առհասարակ Նոր տարվա նախաշեմին ժամանակ առ ժամանակ մեզ մոտ ձվի շուկայում դեֆիցիտ է զգացվել: Բայց այսօրվա դրությամբ դեֆիցիտ չունենք: Խանութներում ձվի պակաս չենք տեսնում, աժիոտաժ չկա: Հիմա հարց է, թե այս պայմաններում ինչո՞ւ է բարձրացել ինքնարժեքը: Կարծում եմ, ինչպես շատ հարցերի դեպքում, այս ցնցումներին ևս Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը (ՏՄՊՊՀ) մատների արանքով է նայում: Երբ դիմում ենք ու ասում, որ, օրինակ, կաթի գնի շուրջ 4–5 ընկերություն նույն արժեքն առաջարկելու հարցում պայմանավորվածություն են ձեռք բերել, ասում են՝ հիմքեր չունենք»,– «Փաստ»–ի հետ զրույցում ասաց Հրաչ Բերբերյանը՝ հավելելով, որ զբաղվում են այն հարցերով, որոնք իրենց ձեռք են տալիս:

«Նույնը նաև հավկիթի շուկայում կարող է լինել: Կարծում եմ՝ հնարավոր է, որ ձվի թանկացման շուրջ արտադրողների միջև փոխպայմանավորվածություն կա: Իհարկե, ոչ բոլորի, բայց խոշոր ընկերություններից մի քանիսը կարող են պայմանավորված լինել: Մեզ մոտ մարտ ամսին ու Ամանորի նախաշեմին ձվի վաճառքը շատանում է: Այստեղ ներմուծողի գործոնն էլ է կարևոր: Անցած տարի ձու արտադրող ընկերությունները Ռուսաստանից փորձեցին հավկիթ ներմուծել Հայաստան: Հիմա եթե ինչ–որ մեկն այս փուլում ավելի հաջող գնով ներմուծի, մրցունակությունը կբերի նրան, որ մեր ներքին արտադրանքը մի քիչ կէժանանա: Շուկայում շատ կարևոր է մրցունակությունը, որն այդ բնագավառում կարծես թե դոփում է: Մի փորձ էլ եղավ մի քանի տարի առաջ, երբ Նոր տարվա նախաշեմին ձվի գինը բարձրացրեցին: Այդ ժամանակ գործարարներից մեկը Պարսկաստանից հավի ձու ներկրեց և հայկական հավկիթները մնացին թռչնաբուծարանի պահեստներում: Համենայն դեպս, այստեղ կարևոր է բարեխիղճ հայ գործարարի համբավը, որը կարծես թե անտեսվում է: Ստացվում է՝ սեփական ժողովրդի հաշվին փորձում են շահույթ ստանալ»,– ընդգծեց մեր զրուցակիցը:

Հարցին, թե այս տեմպերով շարժվելու դեպքում Նոր տարվա նախաշեմին ձվի շուկայում թանկացումներ կանխատեսվո՞ւմ են, Հրաչ Բերբերյանը պատասխանեց. «Ներկայի թանկացումները նաև ինդիկատոր են՝ ստուգում են ազգաբնակչության ռեակցիան: Եթե ազգաբնակչությունը ռեակցիա չտվեց՝ Նոր տարվա նախաշեմին ևս թանկացում կլինի: Եթե ուսումնասիրող մարմիններն իրենց տեղում լինեն, բնականաբար լավ կլինի, տեղում չլինեն՝ լավ չի լինի: Ընդհանրապես մեզ մոտ գնագոյացման քաղաքականությունն ուսումնասիրող մարմինը հայտնվում է այն ժամանակ, երբ գնացքն արդեն անցել է: Մինչև ազգաբնակչությունը կասի՝ ինչո՞ւ է թանկացել, մինչև վարչապետին կզեկուցեն կամ չեն զեկուցի, մինչև հանձնարարի, ընկերությունները գերշահույթներն արդեն ստացած կլինեն: Հետո մի երկու կոպեկ ձևի համար կտուգանեն: Ընկերություններն էլ «հավեսով» կտուգանվեն, որովհետև արդեն տասը անգամ ավելի գերշահույթ են ստացել»:
