Հիբրիդային պատերազմի անվան տակ՝ ազդեցության նոր մեխանիզմներ

Հայաստանում քաղաքական գործընթացների շուրջ վերջին զարգացումները ավելի հաճախ են առաջ բերում արտաքին ազդեցության և ներքին քաղաքական կյանքի վրա միջազգային դերակատարների ներգրավվածության վերաբերյալ հարցադրումներ։ Հատկապես ընտրական գործընթացների մեկնարկից հետո հանրային դաշտում ակտիվացել են քննարկումները այն մասին, թե արդյոք Հայաստանի ներքին քաղաքական կյանքում տեղի ունեցող որոշ գործընթացներ արդեն դուրս չեն եկել սովորական դիվանագիտական հարաբերությունների շրջանակներից։

Վերջին շրջանում հաճախ է խոսվում այն մասին, որ եվրոպական կառույցները Հայաստանում ձևավորել են արագ արձագանքման խմբեր, որոնք պաշտոնապես ներկայացվում են որպես հիբրիդային սպառնալիքների դեմ պայքարի մեխանիզմներ։ Սակայն քաղաքական և փորձագիտական շրջանակներում ավելի ու ավելի հաճախ են հնչում տեսակետներ, թե այդ կառույցների գործունեությունը երբեմն ընկալվում է ոչ միայն որպես տեղեկատվական անվտանգության ապահովման փորձ, այլ նաև որպես ներքաղաքական գործընթացների վրա ազդեցություն գործադրելու միջոց։

Առանձնահատուկ ուշադրություն է հրավիրվում նաև սոցիալական ցանցերում և տարբեր հարթակներում հայկական ալիքների, էջերի ու հրապարակումների արգելափակման դեպքերին։ Ընդդիմադիր շրջանակներում համոզված են, որ սահմանափակումների հիմնական թիրախում հայտնվում են այն օգտատերերն ու հարթակները, որոնք քննադատում են գործող իշխանությանը կամ ունեն ընդդիմադիր դիրքորոշում։ Այս ամենը, ըստ նրանց, արդեն հարցականի տակ է դնում խոսքի ազատության և ժողովրդավարության մասին հնչող հայտարարությունները։

Քաղաքական վերլուծաբանների մի մասը նշում է, որ ցանկացած երկրի համար ուժեղ դիվանագիտության հիմքում պետք է լինի սեփական պետական և ազգային շահերի պաշտպանությունը։ Նրանց կարծիքով՝ անվտանգությունը չի կարող կառուցվել այնպիսի հարաբերությունների վրա, որտեղ պետությունը աստիճանաբար կորցնում է ինքնուրույն որոշումներ կայացնելու հնարավորությունը և արտաքին կենտրոններից կախվածության մեջ է հայտնվում։

Հայաստանի արտաքին քաղաքական ուղղության շուրջ վերջին զարգացումները ևս շարունակում են մտահոգություններ առաջացնել։ Փորձագիտական շրջանակներում ավելի հաճախ են քննարկվում այն սցենարները, որոնց համաձայն՝ առաջիկայում կարող է խորանալ Հայաստանի և Ռուսաստանի միջև առկա ճգնաժամը։ Ըստ այդ գնահատականների՝ հարաբերությունների հնարավոր լիակատար խզումը կարող է ծանր հետևանքներ ունենալ երկրի տնտեսության, անվտանգության և սոցիալական կայունության վրա։

Մասնագետների համոզմամբ՝ նման զարգացումների հիմնական բեռը առաջին հերթին կրելու է հասարակ քաղաքացին։ Տնտեսական խնդիրները, սոցիալական լարվածությունը և արտաքին քաղաքական անորոշությունները կարող են անմիջական ազդեցություն ունենալ մարդկանց առօրյա կյանքի վրա։ Այդ պատճառով էլ քաղաքական զարգացումների շուրջ քննարկումները գնալով ավելի սուր և մտահոգիչ բնույթ են ստանում։
