Ժողովրդավարությունը մեզ համար հանգամանքների պատահական բերում չէ, այլ ռազմավարություն է, ՀՀ-ԵՄ հարաբերությունը ևս մեկ քայլով բարձրացնում ենք: Այս մասին Եվրոպական խորհրդի և Եվրոպական հանձնաժողովի նախագահների հետ ընդլայնված կազմով հանդիպման ժամանակ ասաց վարչապետ Նիկոլ Փաշինյանը:

«Մեր հարաբերություններում արդեն իսկ ձևավորվել է այնպիսի ծանրակշիռ օրակարգ, որը կանխատեսելի կերպով առաջիկայում անհրաժեշտ է լինելու քննարկել հենց գագաթնաժողովների մակարդակում: Նեղ կազմով առիթ ունեցանք քննարկելու հարցերի բավականին լայն շրջանակ, և ուրախությամբ եմ արձանագրում, որ մեր օրակարգի բազմաթիվ հարցերի վերաբերյալ ունենք ընդհանրական դիրքորոշումներ, և ունենք ձևավորված ըմբռնում: Սա նշանակում է, որ պատշաճ մթնոլորտ կա, որպեսզի մենք կենտրոնանանք օրակարգի իրականացման և իրագործման վրա: Ուզում եմ շնորհակալություն հայտնել այս ընթացքում ԵՄ-ի՝ մեզ ցուցաբերած աջակցության համար, մասնավորապես՝ ժողովրդավարական բարեփոխումների և ինստիտուցիոնալ բարեփոխումների ոլորտում: Բազմիցս առիթ եմ ունեցել ասելու, որ ժողովրդավարությունը մեզ համար հանգամանքների պատահական բերում չէ, այլ ռազմավարություն է, որը գիտակցաբար որպես որոշում որդեգրված է ՀՀ ժողովրդի կողմից:

Բոլոր այն բարեփոխումները, որ հնարավոր էր իրագործել՝ հենվելով միայն քաղաքական կամքի վրա, իրականացված են: Բարեփոխումների հետագա ընթացքն ապահովելու համար անհրաժեշտ է ինստիտուցիոնալ, օրենսդրական և փորձագիտական որոշակի ավելի մեծ ներդրում, և այս առումով ԵՄ-ի հետ մեր համագործակցությունը շատ կարևոր է, և ես արդեն իսկ կարող եմ շնորհակալություն հայտնել մեր գործընկերներին այս հարցում մեզ աջակցելու համար՝ սկսած դատական իշխանության անկախության երաշխիքների հետ կապված խնդիրներից, շարունակած ամենատարբեր, այդ թվում՝ հիբրիդային մարտահրավերներին դիմակայելու հարցով, որը, իհարկե, նաև մեր օրակարգի խնդիր է:

Ես մի քանի անգամ էլ ԵՄ-ում տեղի ունեցած քննարկումների ժամանակ առիթ ունեցել եմ տեսնելու, որ ապատեղեկատվության տարածումը, սոցիալական ցանցերում ատելության խոսքի տարածումը, երբեմն նաև մամուլում, խնդիր է նաև ԵՄ շատ երկրների համար, և մենք այսօր առերեսվում ենք այդ խնդրի հետ: Մենք հույս ունենք, որ այստեղ ևս ԵՄ-ն մեզ աջակցություն կցուցաբերի փորձի փոխանակման կամ այն գործիքների առումով, որոնք արդեն ներդրվել են ԵՄ-ում: Այդ գործիքների բովանդակության շուրջ ավելի մեծ հասանելիություն ենք ակնկալում ՀՀ-ում դրանք կիրառելու համար»,- նշել է նա:
