Թալինում համայնքապետը, որը նաեւ ՔՊ-ի տարածքային խորհրդի նախագահն է, 30.000-100.000 դրամ «օգնություն» է բաժանել. ՔՊ-ն բացահայտ ընտրողներին կաշառո՞ւմ է

Թալինում սոցիալական աջակցության անվան ներքո ՔՊ-ն լծվել է ընտրողներին «կաշառելու» գործին՝փաստացի չարաշահելով վարչական ռեսուրսը։ «Փաստինֆո»-ն տեղեկանում է, որ Թալինի վառ ՔՊ-ական  համայնքապետ Տավրոս Սափեյանը ապրիլի 27-ին ստորագրել է թիվ N 793-Ա որոշումը՝  սոցիալական աջակցություն տրամադրելու վերաբերյալ։ Որոշման համաձայն՝ «ՎԱՐԴԱՆՅԱՆՑ» ՍՊԸ-ին փոխանցվել է  370,000  ՀՀ դրամ, ինչպես նաև՝ ԼԱԵՐՏ ԽԱՉԱՏՐՅԱՆ ԱՁ-ին՝ 30,000՝ՀՀ դրամ՝ շահառուներին սնունդ ձեռք բերելու նպատակով։

Միևնույն ժամանակ 9 անձի սոցիալական աջակցություն է ցուցաբերվել՝ 30,000- 40,000 դրամից մինչև 100,000 դրամի չափով։ Միևնույն ժամանակ  փոխանցվել է տարբեր քաղաքացիների սպառած  էլեկտրաէներգիայի, ջրի գումարը, ինչպես նաեւ  54,160 դրամի չափով դեղորայքի գումար։

Հատկանշական է, որ համայնքապետը որոշել է  սոցիալական աջակցությունը տրամադրել ընտրություններից ընդամենը մեկ ամիս առաջ, երբ արդեն հայտնի է ընտրության օրը, բարեգործության արգելքն էլ գործում է։

Նկատենք, որ ՀՀ քրեական օրենսգրքի 221-րդ հոդվածը քրեական պատասխանատվություն է ենթադրում բարեգործության արգելքը խախտելու համար։ 

«Հանրաքվեի կամ ընտրությունների նշանակման որոշումն ուժի մեջ մտնելու օրվանից մինչև հանրաքվեի կամ ընտրությունների արդյունքների ամփոփումը (իսկ Ազգային ժողովի ընտրությունների դեպքում՝ Ազգային ժողով ընտրվելու մասին թեկնածուի, կուսակցության (կուսակցությունների դաշինքի) անդամի կողմից անձամբ կամ նրանց (այդ թվում՝ կուսակցության կամ դաշինքի) անունից կամ որևէ այլ եղանակով կամ բարեգործության անվան տակ ընտրողներին, ինչպես նաև հանրաքվեի մասնակիցներին անհատույց կամ արտոնյալ պայմաններով դրամ, սննդամթերք, արժեթուղթ, ապրանք տալը (խոստանալը) կամ ծառայություններ մատուցելը (խոստանալը) պատժվում է ազատազրկմամբ` երեքից վեց տարի ժամկետով:

Թալինի համայնքապետ Տավրոս Սափեյանը ոչ միայն քպական է, այլ նաեւ  ՔՊ-ի Թալինի տարածքային խորհրդի նախագահը, իսկ նրա սոցիալական էջում էլ որպես ետնանկար ՔՊ-ի կարգախոսն է։ Փաստացի քպական համայնքապետը, իր վարչական ռեսուրսն օգտագործելով,  սնունդ ու փող է բաժանում բնակիչներին՝ չնայած օրենսդրական արգելքին։ Ավելին, բոլոր հիմքերը կան ենթադրելու, որ այսպիսով գործ ունենք քողարկված ընտրակաշառք բաժանելու երեւույթի հետ։
