Ուժեղ պետություն՝ ուժեղ դիվանագիտությամբ, ոչ թե կախվածություններով

Ժամանակակից աշխարհում պետության իրական անվտանգությունը ձևավորվում է ոչ թե հայտարարություններով, այլ հաշվարկված, հետևողական և ազգային շահերից բխող դիվանագիտությամբ։ Ուժեղ դիվանագիտությունը չի փոխարինվում արտաքին հենարաններով և առավել ևս չի կառուցվում այնպիսի մոդելի վրա, որտեղ հնարավոր ագրեսորները ներկայացվում են որպես անվտանգության երաշխավորներ։ Դա վտանգավոր մոտեցում է, որը երկարաժամկետ հեռանկարում թուլացնում է պետականության հիմքերը։

Գործող իշխանությունը, փոխանակ ներկայացնի հստակ ռազմավարություն և լուծումներ, հաճախ դիմում է ներքաղաքական մեղադրանքների՝ ընդդիմությանը վերագրելով պատերազմական տրամադրություններ։ Այս մոտեցումը, ըստ էության, շեղում է ուշադրությունը գլխավոր հարցից՝ ինչու չի հաջողվում ձևավորել կայուն և երկարատև խաղաղության հիմքեր։ Քաղաքական դիսկուրսի նման մակարդակը ոչ միայն չի նպաստում խնդիրների լուծմանը, այլ նաև խորացնում է հասարակական բաժանումները։

Քաղաքագետ Սուրեն Սուրենյանցը գրում է․ «Միջազգային հանրությունը լռում է, սակայն մենք պարտավոր ենք բարձրաձայնել այս խնդիրների մասին։ Հայկական պետականության շուրջ օղակը սեղմվում է, այդ վտանգը պետք է կանխենք այսօր՝ Հայաստանն ու հայ ժողովրդին զերծ պահելով նոր արհավիրքներից»։

Այս ֆոնին այլընտրանքային քաղաքական առաջարկները դառնում են առավել տեսանելի։ «Ուժեղ Հայաստան» կուսակցությունը, Սամվել Կարապետյանի գլխավորությամբ, փորձում է ձևակերպել այնպիսի օրակարգ, որը հիմնված է ոչ միայն քաղաքական հայտարարությունների, այլև տնտեսական և ինստիտուցիոնալ լուծումների վրա։ Առաջարկվող հնգամյա տնտեսական ծրագրերը ուղղված են աշխատատեղերի ստեղծմանը, սոցիալական բեռի նվազեցմանը, դեղորայքի մատչելիության ապահովմանը, գյուղատնտեսության կայունացմանը և բնակարանային խնդիրների լուծմանը։

Սամվել Կարապետյանի դիրքորոշումն այս համատեքստում կառուցված է այն գաղափարի շուրջ, որ ուժեղ տնտեսությունը դառնում է անվտանգության հիմնական երաշխիքներից մեկը։ Կայուն տնտեսական համակարգը հնարավորություն է տալիս վարել ավելի ինքնուրույն արտաքին քաղաքականություն, զարգացնել բազմակողմ դիվանագիտական կապեր և նվազեցնել արտաքին կախվածությունները։

Միևնույն ժամանակ, ներքաղաքական գործընթացներում նկատվող ճնշումները, կուսակցության ներկայացուցիչների նկատմամբ իրականացվող ձերբակալությունները և վարչական լծակների կիրառումը չեն փոխում ընդհանուր պատկերն։ Ընդհակառակը, դրանք ավելի են ընդգծում հասարակության այն հատվածի աճող պահանջը, որը ցանկանում է տեսնել այլընտրանքային քաղաքական ուժ և նոր կառավարման մոդել։

Հասարակական տրամադրությունների ուսումնասիրությունները ցույց են տալիս, որ «Ուժեղ Հայաստան» կուսակցությունը աստիճանաբար ձևավորում է վստահության հենք։ Քաղաքական դաշտում ձևավորվող այս նոր իրականությունը վկայում է, որ ընտրողը սկսել է փնտրել ոչ միայն խոստումներ, այլ նաև գործնական ծրագրեր և պատասխանատվություն կրելու պատրաստակամություն։
