Գագաթնաժողովն ու ընտրությունները. արտաքին ցուցադրության և ներքին իրականության խաչմերուկում

Հունիսի 7-ին նախատեսված խորհրդարանական ընտրություններին մնացել է քիչ ժամանակ, և իշխանության քայլերը գնալով ավելի հստակ են մատնանշում նախընտրական տրամաբանությամբ պայմանավորված հաշվարկները։ Երևանում մայիսի սկզբին նախատեսվող գագաթնաժողովը այս համատեքստում ընկալվում է ոչ միայն որպես դիվանագիտական իրադարձություն, այլ նաև որպես ներքաղաքական գործիք՝ ուղղված հանրային ընկալումների վրա ազդեցություն ունենալուն։ Մինչդեռ բաց է մնում հարցը՝ որքան լայն ներկայացվածություն կունենա այն և արդյոք Եվրոպական բոլոր երկրները կցուցաբերեն լիարժեք մասնակցություն։

Նման միջոցառումների անցկացումը ընտրություններից անմիջապես առաջ դժվար է դիտարկել զուտ արտաքին քաղաքական օրակարգի շրջանակում։ Անկախ պաշտոնական հայտարարություններից՝ ակնհայտ է, որ այն ունի նաև քարոզչական ենթատեքստ՝ նպատակ ունենալով ստեղծել արտաքին աջակցություն վայելող իշխանության տպավորություն։ Սակայն արտաքին պատկերն ու ներքին իրականությունը հաճախ չեն համընկնում, և հենց այստեղ է ձևավորվում հիմնական հակասությունը։

Ներքաղաքական դաշտում արձանագրվող զարգացումները՝ ընդդիմադիր շրջանակների նկատմամբ ճնշումների մասին տեղեկությունները, իրավական գործընթացների ակտիվացումը, արդեն իսկ ձևավորում են մի միջավայր, որը դժվար է համադրել ժողովրդավարական արժեքների հետ։ Այս ամենը չի կարող աննկատ մնալ նաև արտաքին գործընկերների համար, որոնք վերջին շրջանում ավելի զգայուն են դարձել նման երևույթների նկատմամբ։

Միաժամանակ, արտաքին հենարանների վրա հիմնված քաղաքականությունը նախկինում արդեն ցույց է տվել իր սահմանափակումները։ Միջազգային հարաբերություններում մշտական աջակիցներ չեն լինում, և յուրաքանչյուր գործընկեր առաջնորդվում է իր շահերով։ Այդ պատճառով գագաթնաժողովի շուրջ ձևավորվող սպասումները հաճախ ավելի շատ քաղաքական նպատակահարմարության արդյունք են, քան իրական ազդեցության։

Ներքին դաշտում ձևավորվող տրամադրությունները վկայում են, որ հասարակության մի զգալի հատվածում աճում է դժգոհությունը և փոփոխությունների պահանջը։ Վարչապետի մարզային այցելությունները և դրանց արձագանքները ցույց են տալիս, որ իշխանության հանդեպ նախկին վստահության մակարդակը նվազել է, և այն վերականգնելու համար արտաքին միջոցառումները բավարար չեն։

Երևանում նախատեսվող գագաթնաժողովը, այսպիսով, դառնում է ոչ միայն դիվանագիտական, այլև ներքաղաքական կարևոր գործոն։ Սակայն արտաքին քաղաքական հավասարակշռության ցանկացած խախտում կարող է ունենալ լուրջ հետևանքներ՝ հատկապես տնտեսական և սոցիալական ոլորտներում։ Այդ հետևանքները առաջին հերթին զգալու է հասարակությունը, իսկ դրանց հաղթահարումը պահանջելու է ոչ թե ցուցադրական քայլեր, այլ հաշվարկված և երկարաժամկետ քաղաքականություն։
