Միջուկային աղետի վտանգը բարձրացել է այնպիսի մակարդակների, որոնք չեն եղել Սառը պատերազմից ի վեր, ուստի անհրաժեշտ է ապահովել Միջուկային զենքի չտարածման մասին պայմանագրի արդյունավետությունը: Այս մասին X-ում հայտարարել է ԱԷՄԳ-ի ղեկավար Ռաֆայել Գրոսին։

«Պատերազմը վերադարձել է Եվրոպա և Մերձավոր Արևելք, և խաղաղության ու անվտանգության հիմքում ընկած բազմակողմ մեխանիզմները գտնվում են հսկայական ճնշման տակ։ Այսօրվա միջուկային ոլորտում մենք բախվում ենք անկայուն առճակատման՝ ավելի մեծ թվով մասնակիցներով, մեծ ռիսկերով և պակաս հստակությամբ»,- գրել է նա։

Գրոսին հավելել է, որ միջուկային զենքի տարածման կանխումը բխում է ընդհանուր շահերից, իսկ Միջուկային զենքի չտարածման մասին պայմանագիրը դրա համար ամենահզոր բազմակողմ գործիքն է։ Ջանքերի հիմքում, նշել է ԱԷՄԳ-ի ղեկավարը, ընկած է երաշխիքների ռեժիմը, որը թույլ չի տալիս միջուկային նյութերի փոխանցումը խաղաղ օգտագործումից ռազմականի։ Միևնույն ժամանակ, միջուկային գիտությունն ու տեխնոլոգիաները, ըստ Գրոսիի, մեծ օգուտ են բերում և պետք է ավելի լայնորեն տարածվեն։

Ավելի վաղ Ռուսաստանի ԱԳՆ հատուկ հանձնարարություններով դեսպան Անդրեյ Բելոուսովը հայտարարել էր, որ միջուկային հնգյակի երկրների՝ Ռուսաստանի, ԱՄՆ-ի, Միացյալ Թագավորության, Չինաստանի և Ֆրանսիայի կողմից միջուկային զինանոցների կրճատման և լիակատար վերացման հնարավորությունը չափազանց ցածր է։ նա նշել էր, որ միջուկային զենքից հրաժարվելու համար անհրաժեշտ է բարենպաստ ռազմաքաղաքական կլիմա։ Սակայն միջազգային իրադրության աճող ապակայունացման և լարվածության աճի պայմաններում նման հնարավորությունը չնչին է։

Մոսկվան միևնույն ժամանակ մտավախություն ունի, որ արևմտյան ոչ միջուկային այն երկրների թվի ավելացումը, որոնց տարածքում տեղակայվում է այլ պետությունների միջուկային զենք, կարող է ձնահյուսի բնույթ ստանալ։

Միջուկային զենքի չտարածման մասին պայմանագիրը հիմնարար բազմակողմ փաստաթուղթ է միջազգային անվտանգության համակարգում, որի խնդիրն է կանխել միջուկային զենքի տարածումն աշխարհում։ Համաձայնագիրն ուժի մեջ է մտել 1970 թվականին, իսկ 1995-ից կրում է անժամկետ բնույթ։ 2026 թվականի դրությամբ դրան մասնակցում է 191 երկիր։

Միջուկային զենքի չտարածման մասին պայմանագիրը սահմանել է երեք հիմնական սկզբունք՝ միջուկային զենքի չտարածում, միջուկային տեխնոլոգիաների խաղաղ օգտագործում և զինաթափում։
