Գագաթնաժողովից առաջ՝ անորոշ սպասումներ և քաղաքական հաշվարկներ

Երևանում մայիսի սկզբին նախատեսվող գագաթնաժողովը արդեն մոտ է, սակայն որքան մոտենում է դրա անցկացումը, այնքան ավելի շատ հարցեր են առաջանում՝ արդյոք եվրոպական բոլոր երկրները լիարժեք ներկայացված կլինեն։ Փորձագետների գնահատմամբ, նման մասշտաբի միջոցառման կազմակերպումը խորհրդարանական ընտրությունների նախաշեմին կարող է նշանակալի ազդեցություն ունենալ քաղաքական գործընթացների և ընտրությունների արդյունքների վրա։ Միևնույն ժամանակ, արտաքին հենարանների՝ հատկապես եվրոպական երկրների հետ կապվող սպասումները Հայաստանի համար արդեն ունեցել են իրենց բարդ և հակասական փորձը։

Այսօր Հայաստանում արձանագրվող զարգացումները, որոնք հաճախ գնահատվում են որպես ժողովրդավարական չափանիշներից դուրս գործողություններ, ավելի ու ավելի են մտահոգում միջազգային հանրությանը, այդ թվում՝ եվրոպական շրջանակներին։ Ընտրություններից առաջ նման միջավայրը քաղաքականապես խոսում է ներքին լարվածության և անորոշության մասին։ Նման իրողություններում երկրի ժողովրդավարական իմիջը դառնում է հարցականի տակ, ինչը չի կարող չազդել արտաքին գործընկերների վերաբերմունքի վրա։

Եվրոպական երկրների համար Հայաստանի ներքաղաքական գործընթացները կարևոր ազդակ են։ Միջազգային փորձը ցույց է տալիս, որ նման փուլերում արտաքին դերակատարները խուսափում են միանշանակ աջակցություններից՝ հատկապես այն դեպքերում, երբ առկա են ներքին բևեռացումներ և վստահության պակաս։ Այս համատեքստում հաճախ հիշատակվում են նաև տարբեր երկրների ընտրական փորձերը, որոնք ձևավորել են ավելի զգուշավոր մոտեցումներ եվրոպական քաղաքական շրջանակներում։

Սպասվող գագաթնաժողովը, անկախ իր օրակարգից, անխուսափելիորեն կդառնա նաև ներքաղաքական գործոն։ Այն կարող է ազդել հասարակական տրամադրությունների վրա՝ ուժեղացնելով կամ թուլացնելով գործող իշխանության դիրքերը։ Միևնույն ժամանակ, արդեն նկատելի է, որ եվրոպական կողմի ներգրավվածության մակարդակի շուրջ որոշակի անորոշություն կա, ինչը պայմանավորված է ինչպես Հայաստանի ներսում ընթացող զարգացումներով, այնպես էլ ընդհանուր աշխարհաքաղաքական միջավայրով։

Երևանում նախատեսվող գագաթնաժողովը կարող է ունենալ ոչ միայն քաղաքական, այլև տնտեսական հետևանքներ։ Փորձագետների գնահատմամբ, արտաքին հարաբերություններում ցանկացած լարվածություն կամ անհավասարակշռություն առաջին հերթին անդրադառնում է հասարակության վրա՝ սոցիալական և տնտեսական խնդիրների խորացման տեսքով։ Արտաքին քաղաքական հավասարակշռության խախտումը բազմիցս ապացուցել է իր ռիսկայնությունը, և դրա հետևանքները, որպես կանոն, երկարաժամկետ են՝ ազդելով երկրի զարգացման ողջ ընթացքի վրա։
