Մանևրելու սահմանը. ինչ վտանգների առաջ կարող է կանգնել Հայաստանը Ռուսաստանի հետ հարաբերությունների խզման դեպքում

Հայաստանի արտաքին քաղաքական ուղեգծի շուրջ քննարկումները գնալով սրվում են՝ հատկապես այն ֆոնին, երբ Մոսկվայի և Երևանի հարաբերություններում նկատվում է լարվածության աճ։ Մասնագետների մի մասը ահազանգում է, որ «բազմավեկտոր» քաղաքականությունը կարող է վերածվել ռիսկային մանևրի, որի գինը չափազանց բարձր կլինի Հայաստանի համար։

Անվտանգության տեսանկյունից հնարավոր զարգացումները դիտարկվում են որպես առավել զգայուն։ Քննարկումների շրջանակում հաճախ նշվում է, որ ՀԱՊԿ-ից դուրս գալը կարող է էական փոփոխություններ բերել տարածաշրջանային ուժային հավասարակշռության մեջ։ Դրա հետևանքով Հայաստանը կարող է կանգնել անվտանգության լրացուցիչ մարտահրավերների առաջ, հատկապես՝ հաշվի առնելով տարածաշրջանում առկա լարվածությունը և հարևան երկրների ռազմական ներուժը։

Տնտեսական հետևանքների մասով փորձագետները ևս մտահոգիչ կանխատեսումներ են ներկայացնում։ Ռուսաստանի հետ տնտեսական կապերի խզումը կարող է ազդել առևտրաշրջանառության վրա, ինչը կբերի շուկաների կորստի և տնտեսական անկայունության։ Նոր շուկաների որոնումը պահանջում է երկարաժամկետ աշխատանք և ռեսուրսներ, իսկ այդ ընթացքում բիզնեսը կարող է կանգնել լուրջ խնդիրների առաջ։ Բացի այդ, կարևոր է նաև աշխատանքային միգրացիայի գործոնը․ հազարավոր քաղաքացիների համար Ռուսաստանը եղել է աշխատանքի հիմնական ուղղություններից մեկը, և այդ հնարավորության սահմանափակումը կարող է սոցիալական լուրջ հետևանքներ ունենալ։

Քաղաքական գնահատականների շրջանակում տարբեր դիրքորոշումներ են հնչում։ Դեմոկրատական Այլընտրանք կուսակցության նախագահ Սուրեն Սուրենյանցը գրել է.

«Մոսկվայի ուղերձը պարզ է․ Երևանը այլևս չի կարող «երկու աթոռի վրա» խաղալ․ Փաստացի, Փաշինյանի ներկայիս քաղաքական կուրսը երկիրը բերել է մի կետի, որտեղ «բազմավեկտոր» քաղաքականությունը սկսել է ընկալվել որպես անվստահություն առաջացնող վարքագիծ արտաքին գործընկերների համար։ Եվ հենց այստեղ է Մոսկվայի ուղերձի բուն իմաստը․ «երկու աթոռի վրա» խաղը այլևս ընդունելի չէ։ Սա նշանակում է, որ առաջիկա շրջանում Ռուսաստանի քաղաքականությունը Հայաստանի նկատմամբ լինելու է ավելի կոշտ, ավելի հաշվենկատ։ Նիկոլ Փաշինյանը հնձում է այն, ինչ ցանել է. նա նախաձեռնեց «դրսից տղա» բերելու ավանտյուրան՝ ապավինելով ԱՄՆ-ի, ԵՄ-ի, Թուրքիայի և Ադրբեջանի բացահայտ աջակցությունը ու հիմա ստանում է ռուսական հակազդեցություն»։

Ստեղծված իրավիճակը ցույց է տալիս, որ արտաքին քաղաքական յուրաքանչյուր քայլ ունի իր գինը։ Ռուսաստանի հետ հարաբերությունների հնարավոր խզման հետևանքները բազմաշերտ են՝ ներառելով թե՛ անվտանգային, թե՛ տնտեսական և սոցիալական ոլորտները։ Հայաստանը երկար տարիներ եղել է սերտորեն կապված ռուսական համակարգերի հետ, և այդ կապերի կտրուկ խզումը կարող է բերել ծանր և երկարատև հետևանքների։

Այս պայմաններում առավել քան կարևոր է հաշվենկատ քաղաքականության իրականացումը, քանի որ ցանկացած կտրուկ քայլ կարող է ազդել ոչ միայն պետական համակարգի, այլև յուրաքանչյուր քաղաքացու կյանքի վրա։
