Համախմբման շղթայական ռեակցիա․ ձևավորվո՞ւմ է նոր քաղաքական բևեռ

Հայաստանում թափ է հավաքում տարբեր փոքր և միջին կուսակցությունների միավորման գործընթացը՝ ավելի մեծ բևեռի շուրջ։ Մարտի 31-ին «Ուժեղ Հայաստան» կուսակցության խորհրդի անդամ Նարեկ Կարապետյանը հուշագիր է ստորագրել «Նոր դարաշրջան» կուսակցության նախագահ Հարություն Հարությունյանի և «Միավորված հայեր» կուսակցության պատվավոր նախագահ, լիազոր ներկայացուցիչ Նաիրի Սարգսյանի հետ՝ դաշինք ստեղծելու վերաբերյալ։ Բացի այդ, «Ուժեղ Հայաստան» կուսակցությանը աջակցություն է հայտնել նաև «Ազգային միավորված Հայաստան» կուսակցությունը։

Քաղաքագետ Սերոբ Գևորգյանի խոսքով՝ Հայաստանում խորհրդարանական ընտրությունների նախաշեմին թափ է հավաքում տարբեր փոքր և միջին կուսակցությունների միավորման գործընթացը՝ ավելի մեծ բևեռի շուրջ։ Նրա գնահատմամբ՝ ձևավորվող գործընթացը կարող է դառնալ նախընտրական պայքարի կարևոր գործոն՝ փոխելով ուժերի դասավորվածությունը և սահմանելով նոր տրամաբանություն քաղաքական դաշտում։

«Իմ կարծիքով՝ նման գործընթացը, ստանալով ձնագնդի էֆեկտ, կհամախմբի փոքր և միջին ընդդիմադիր կուսակցություններին, որոնք չեն ցանկանում փոշիացնել ընտրողների ձայները, կայուն և մեծ հնարավորություններ ունեցող ուժերի շուրջ, և դա խթան կհանդիսանա ոչ միայն ընտրական գործընթացի միջոցով իշխանության իրական փոփոխության հնարավորության համար, այլև հիմք կդառնա ընտրական գործընթացների ժողովրդավարական հիմքերի ամրապնդման համար»․- նշել է Սերոբ Գևորգյանը։

Նշվում է, որ միավորման այս միտումը պայմանավորված է նաև ընտրական շեմը հաղթահարելու և քաղաքական ազդեցությունը մեծացնելու անհրաժեշտությամբ։ Փոքր կուսակցությունների համար առանձին մասնակցությունը հաճախ նշանակում է ձայների ցրում, մինչդեռ նման ձևաչափով համագործակցությունը հնարավորություն է տալիս համատեղել ռեսուրսներն ու ընտրազանգվածը՝ հանդես գալով ավելի կազմակերպված և մրցունակ ձևով։

Հիշեցնենք, որ «Ուժեղ Հայաստան» կուսակցությունը ավելի վաղ հայտարարել էր, որ կմասնակցի ընտրություններին «Ուժեղ Հայաստան Սամվել Կարապետյանի հետ» անվամբ դաշինքով՝ նպատակ ունենալով համախմբել նման արժեքներ և մոտեցումներ ունեցող ուժերին։

Արդյունքում քաղաքական դաշտում ձևավորվում է մի իրավիճակ, որտեղ միավորման գործընթացը կարող է դառնալ որոշիչ գործոն՝ ազդելով ոչ միայն ընտրությունների արդյունքների, այլև հետընտրական քաղաքական կառուցվածքի վրա։

«Ուժեղ Հայաստան» կուսակցության առաջնորդ Սամվել Կարապետյանի ներկայացրած 5 տնտեսական քայլերը այն ճանապարհն է, որը հնարավորություն կտա դուրս բերել երկիրը այս քաոսից։ Ուժեղ տնտեսությունը հավասարազոր է ուժեղ պետության: Միայն ուժեղ կառավարչական հմտություններ ունեցող մեկը կարող է դառնալ ուժ և հենարան Հայաստանի Հանրապետության համար այսօր ստեղծված իրավիճակում: Գործարար և բարերար Սամվել Կարապետյանը հենց այդպիսի մարդ է:
