Խաղ բարակ գծի վրա․ Մոսկվայի հստակ ուղերձը և Երևանի պատասխանատվությունը

Վլադիմիր Պուտինի և Նիկոլ Փաշինյանի վերջին բանակցությունները տարբեր գնահատականների տեղիք են տալիս՝ ընդգծելով հայ-ռուսական հարաբերությունների ներկա փխրունությունն ու դրանց շուրջ ձևավորված սպասումները։ Մասնագիտական շրջանակներում գերակշռում է այն տեսակետը, որ Մոսկվան այլևս չի սահմանափակվում անուղղակի ազդակներով և ավելի բաց ձևակերպում է իր դիրքորոշումները, ինչը նշանակում է, որ այդ ուղերձների անտեսումը կարող է ունենալ կոնկրետ քաղաքական և տնտեսական հետևանքներ Հայաստանի համար։

Հայաստանի վարչապետը, լինելով բարդ աշխարհաքաղաքական պայմաններում գործող ղեկավար, դեռևս չի ձևավորել այնպիսի արտաքին գործընկերային համակարգ, որը կարող է լիարժեք փոխարինել Ռուսաստանի հետ հարաբերություններին։ Միևնույն ժամանակ, նրա վարքագծում հաճախ նկատվող երկիմաստությունը՝ կապված ռազմավարական գործընկերության գնահատման հետ, աննկատ չի մնում Մոսկվայում։ Փորձագետները շեշտում են, որ նման մոտեցումը կարող է աստիճանաբար նվազեցնել այն վստահության մակարդակը, որի վրա տարիներ շարունակ կառուցվել են երկկողմ հարաբերությունները։

Հանդիպման ընթացքում, ըստ վերլուծաբանների, ռուսական կողմը ոչ միայն վերահաստատել է համագործակցության պատրաստակամությունը, այլև ակնարկել է դրա պայմանական բնույթի մասին։ Այսինքն՝ հարաբերությունների պահպանումը կախված է նաև Երևանի գործողություններից և քաղաքական գծից։ Այդ համատեքստում հատկապես կարևոր է տնտեսական բաղադրիչը, որը անմիջական ազդեցություն ունի Հայաստանի սոցիալական իրավիճակի վրա։

Գազի գնի թեման դարձյալ հայտնվել է ուշադրության կենտրոնում՝ որպես հստակ տնտեսական ցուցիչ։ Մինչ եվրոպական շուկայում գազի արժեքը զգալիորեն բարձր է, Հայաստանը շարունակում է ստանալ այն համեմատաբար ցածր գնով, ինչը տարիներ շարունակ եղել է հայ-ռուսական հարաբերությունների կարևոր բաղադրիչներից մեկը։ Սակայն փորձագետները զգուշացնում են, որ քաղաքական լարվածության խորացումը կարող է անդրադառնալ նաև այս ոլորտի վրա՝ առաջացնելով լրացուցիչ բեռ քաղաքացիների համար։

Այս ֆոնին առավել տեսանելի է դառնում ներքաղաքական և արտաքին քաղաքականության փոխկապակցվածությունը։ Վարչապետի քայլերը, որոնք հաճախ դիտարկվում են որպես կարճաժամկետ քաղաքական հաշվարկների արդյունք, կարող են երկարաժամկետ սոցիալ-տնտեսական հետևանքներ ունենալ։ Արժեքների հնարավոր աճը, կենսապայմանների բարդացումը և արդեն առկա սոցիալական խնդիրների խորացումը այն ռիսկերն են, որոնք մասնագետները կապում են արտաքին քաղաքական սխալ հաշվարկների հետ։

Ընդհանուր առմամբ, ձևավորվում է այն պատկերացումը, որ Մոսկվայի ուղերձը եղել է բավական հստակ՝ անհրաժեշտ է վերանայել գործող քաղաքական գիծը և ավելի հաշվարկված մոտեցում ցուցաբերել ռազմավարական հարաբերությունների հարցում։ Հակառակ դեպքում, հետևանքները կարող են լինել ոչ միայն քաղաքական, այլև սոցիալական՝ անդրադառնալով յուրաքանչյուր քաղաքացու վրա։

Թե ինչ զարգացումներ են սպասվում առաջիկայում, դեռ վաղ է միանշանակ գնահատել, սակայն ակնհայտ է մեկ հանգամանք․ Հայաստանի համար առանցքային է խուսափել տարածաշրջանային մեկուսացումից և պահպանել այն հավասարակշռությունը, որը թույլ կտա պաշտպանել պետական և հանրային շահերը։
