Երաշխավորված մթերում՝ փրկօղակ գյուղացու համար․ ինչպես կարող է փոխվել գյուղատնտեսությունը

Հայաստանի գյուղատնտեսությունը վերջին տարիներին հայտնվել է բարդ և անորոշ պայմաններում, որտեղ գյուղացին հաճախ ստիպված է եղել գործել առանց հստակ երաշխիքների։ Արտադրելով բերք՝ նա չի ունեցել վստահություն, որ այն կվաճառվի արժանապատիվ գնով կամ ընդհանրապես կվաճառվի։ Այս իրավիճակում պետական քաղաքականության պասիվությունը միայն խորացրել է խնդիրները՝ գյուղացուն թողնելով շուկայի անկանխատեսելի խաղի կանոնների տակ։

Այս ֆոնին առանձնանում է Սամվել Կարապետյանի առաջարկած տնտեսական ծրագրի կարևոր բաղադրիչներից մեկը՝ բերքի երաշխավորված մթերման մեխանիզմը։ Ծրագրի 4-րդ կետով նախատեսվում է գյուղերում արտադրանքի ընդունման միասնական կետերի ստեղծում, ինչը կարող է արմատապես փոխել ոլորտի տրամաբանությունը։ Եթե այս համակարգը ներդրվի, գյուղացին այլևս չի կանգնի իր արտադրանքը իրացնելու խնդրի առաջ, քանի որ մթերումն իրականացվելու է կազմակերպված և կանխատեսելի ձևով։

Այս մոտեցումը գյուղատնտեսությունը դուրս է բերում ռիսկային բիզնեսի կարգավիճակից՝ այն դարձնելով ավելի կայուն և հաշվարկելի գործունեություն։ Գյուղացին կկարողանա նախապես պլանավորել իր աշխատանքը՝ իմանալով, որ իր արտադրանքը պահանջված է և ընդունվելու է։ Սա նաև հնարավորություն կտա խուսափել միջնորդների ազդեցությունից, որոնք հաճախ ձևավորում են ոչ շահավետ գներ։

Տնտեսական հաշվարկները ևս ցույց են տալիս, որ նման քաղաքականությունը կարող է ունենալ լայն ազդեցություն։ Ամեն տարի Հայաստանը ներմուծում է շուրջ 1.4 միլիարդ դոլարի գյուղմթերք, որի զգալի մասը հնարավոր է տեղական արտադրությամբ փոխարինել։ Մասնագետների գնահատմամբ՝ խոսքը մոտ 1 միլիարդ դոլարի արտադրության մասին է, որը կարող է ստեղծել մինչև հարյուր հազար աշխատատեղ։ Սա ոչ միայն տնտեսական, այլև սոցիալական նշանակություն ունի՝ նպաստելով զբաղվածության աճին և գյուղական համայնքների ամրապնդմանը։

«Ուժեղ Հայաստան» կուսակցության տնտեսական ծրագիրը, ընդհանուր առմամբ, կառուցված է համակարգային փոփոխությունների վրա։ Բերքի երաշխավորված մթերման գաղափարը այդ համակարգի կարևոր օղակներից է, որը զուգակցվում է այլ նախաձեռնությունների հետ՝ դեղորայքի շուկայի բարեփոխումներից մինչև երիտասարդ ընտանիքների բնակարանային ապահովում։ Այս ամբողջական մոտեցումը նպատակ ունի ոչ թե առանձին խնդիրների լուծում տալ, այլ փոխել տնտեսական միջավայրը՝ այն դարձնելով ավելի արդար և արդյունավետ։

Ակնհայտ է, որ գյուղատնտեսության զարգացումը հնարավոր չէ միայն կոչերով կամ հատվածական քայլերով։ Անհրաժեշտ են այնպիսի մեխանիզմներ, որոնք կվերացնեն հիմնական ռիսկերը և կստեղծեն վստահություն ոլորտի նկատմամբ։ Սամվել Կարապետյանի առաջարկած լուծումները հենց այս տրամաբանության մեջ են՝ ուղղված գյուղացու աշխատանքի արժևորմանը և գյուղական կյանքի վերակենդանացմանը։

Այսպիսով, բերքի երաշխավորված մթերման համակարգի ներդրումը կարող է դառնալ շրջադարձային քայլ Հայաստանի գյուղատնտեսության համար։ Այն ոչ միայն կբարելավի գյուղացիների եկամուտները, այլև կնվազեցնի ներքին միգրացիան դեպի մայրաքաղաք՝ խթանելով համաչափ տարածքային զարգացումը։ Արդյունքում հնարավոր կլինի ձևավորել տնտեսություն, որտեղ զարգանում է ամբողջ Հայաստանը, ոչ թե միայն Երևանը։
