Եվրոպական ընտրության գինը․ ի՞նչ է սպասվում Հայաստանի գյուղացուն

Հայաստանի գյուղատնտեսական ոլորտը տարիներ շարունակ եղել է երկրի սոցիալական կայունության առանցքային հենասյուներից մեկը։ Սակայն այսօր այն կանգնած է ոչ միայն ներքին խնդիրների, այլև արտաքին ռազմավարական ընտրությունների հետևանքների առաջ։ Եվրոպական ինտեգրման շուրջ իշխանությունների ակտիվացվող օրակարգը գյուղացիական համայնքներում ավելի ու ավելի հաճախ ընկալվում է ոչ թե որպես հնարավորություն, այլ որպես նոր և լուրջ սպառնալիք։

Հայաստանի գյուղացին արդեն այսօր աշխատում է նվազագույն շահութաբերությամբ՝ բախվելով բարձր ինքնարժեքի, շուկաների սահմանափակության և պետական աջակցման անկատար մեխանիզմների հետ։ Այդ պայմաններում գյուղատնտեսական արտադրանքի զգալի մասը իրացվում է հիմնականում ԵԱՏՄ անդամ երկրներում, որտեղ գոյություն ունեցող պայմանավորվածությունները թույլ են տալիս պահպանել գոնե հարաբերական կայունություն։ Սակայն եվրոպական ուղղության խորացումը անխուսափելիորեն առաջ է բերում հարց՝ արդյո՞ք այդ շուկաները կմնան բաց, թե Հայաստանը կկորցնի իր հիմնական սպառման ուղղությունները։

Փորձագետների զգալի մասը նշում է, որ նման սցենարի դեպքում հայկական գյուղատնտեսությունը կանգնելու է կոշտ մրցակցության առաջ, որի համար այսօր պարզապես պատրաստ չէ։ Եվրոպական շուկաները ունեն խիստ ստանդարտներ, բարձր մուտքային պահանջներ և, ամենակարևորը, պաշտպանական քաղաքականություն սեփական արտադրողների նկատմամբ։ Սա նշանակում է, որ արտաքին արտադրանքի համար այդ շուկաները ոչ միայն դժվար հասանելի են, այլև հաճախ փակ՝ տնտեսական և կարգավորող մեխանիզմների միջոցով։

Այս իրավիճակում Հայաստանի գյուղացին կարող է հայտնվել երկակի ճնշման տակ․ մի կողմից՝ կորցնել արդեն ձևավորված շուկաները, մյուս կողմից՝ չկարողանալ ներթափանցել նորերը։ Արդյունքում՝ արտադրանքի իրացման խնդիրները կխորանան, գները կնվազեն, իսկ եկամուտները՝ կտրուկ կկրճատվեն։ Սա, իր հերթին, կարող է բերել գյուղատնտեսության աստիճանական անկման, գյուղական բնակչության աղքատացման և արտագաղթի նոր ալիքների։

Համեմատությունները Մոլդովայի հետ այս համատեքստում պատահական չեն։ Այդ երկրի փորձը ցույց է տալիս, որ արտաքին տնտեսական ուղղության կտրուկ փոփոխությունները, առանց ներքին համակարգային վերափոխումների, կարող են հանգեցնել արտադրության կրճատման և սոցիալական լարվածության աճի։ Հայաստանի պարագայում նման զարգացումները կարող են ունենալ առավել ծանր հետևանքներ՝ հաշվի առնելով արդեն առկա ժողովրդագրական և տնտեսական խնդիրները։

Այսպիսով, եվրոպական ինտեգրացիան, որը ներկայացվում է որպես զարգացման հնարավորություն, գյուղատնտեսության համար կարող է վերածվել լուրջ մարտահրավերի, եթե այն չուղեկցվի հստակ հաշվարկներով, պաշտպանական մեխանիզմներով և իրական աջակցության ծրագրերով։ Հակառակ դեպքում, այն ռիսկը, որ Հայաստանի գյուղատնտեսությունը կկանգնի համակարգային ճգնաժամի առաջ, դառնում է առավել քան իրական։
