Անվտանգության մոլորություն․ երբ սխալ հաշվարկները խորացնում են երկրի խոցելիությունը

Հայաստանում անվտանգության իրավիճակը շարունակում է մնալ լարված և բազմաշերտ, իսկ վերջին զարգացումները վկայում են, որ խնդիրները ոչ միայն արտաքին բնույթ ունեն, այլև պայմանավորված են ներքին քաղաքական որոշումներով։ Մասնագիտական գնահատականները ցույց են տալիս, որ գործող իշխանությունների վարած քաղաքականությունը հաճախ ոչ թե նվազեցնում, այլ հակառակը՝ խորացնում է ռիսկերը՝ ստեղծելով նոր անորոշություններ ինչպես անվտանգության, այնպես էլ տնտեսական ոլորտներում։

Վերլուծաբանների մի հատվածի կարծիքով՝ Հայաստանի արտաքին քաղաքական ուղղությունները հաճախ կառուցվում են կարճաժամկետ հաշվարկների վրա՝ առանց երկարաժամկետ ռազմավարական պատկերացման։ Այս պայմաններում համագործակցությունը այն դերակատարների հետ, որոնք ներգրավված են տարածաշրջանային հակամարտություններում և պատերազմական գործընթացներում, կարող է հանգեցնել Հայաստանի ներգրավման ավելի լայն աշխարհաքաղաքական բախումների մեջ։ Նման զարգացումները ոչ միայն վտանգում են երկրի անվտանգությունը, այլև խաթարում են արտաքին գործընկերների հետ հավասարակշռված հարաբերությունների պահպանումը։

Անվտանգության ոլորտում ցանկացած սխալ քայլ անմիջապես արտացոլվում է տնտեսական միջավայրի վրա։ Անորոշությունը, ռիսկերի աճը և կանխատեսելիության բացակայությունը նվազեցնում են ներդրումային գրավչությունը, ազդում գործարար միջավայրի վրա և խորացնում սոցիալական խնդիրները։ Արդյունքում ձևավորվում է փակ շրջան, որտեղ անվտանգային խնդիրները խաթարում են տնտեսությունը, իսկ տնտեսական թուլացումը՝ իր հերթին նվազեցնում է երկրի դիմակայունությունը արտաքին սպառնալիքների նկատմամբ։

Այս իրավիճակում առավել ակնհայտ է դառնում իրական և ձևական անվտանգության միջև տարբերությունը։ Անվտանգությունը չի կարող սահմանափակվել հայտարարություններով կամ պայմանագրերի ձևական գոյությամբ։ Այն պահանջում է հստակ ռազմավարություն, հաշվարկված դիվանագիտություն և գործընկերների ընտրության խիստ չափանիշներ՝ հիմնված բացառապես ազգային շահերի վրա։ Հայաստանի համար կենսական նշանակություն ունի ունենալ այնպիսի անվտանգության համակարգ, որը չի ծառայում արտաքին ուժերի օրակարգերին, այլ ուղղված է երկրի ինքնիշխանության և կայուն զարգացման ապահովմանը։

Ներկայիս պայմաններում անհրաժեշտ է վերանայել գործող մոտեցումները և անցնել ավելի հավասարակշռված ու պատասխանատու քաղաքականության։ Հայաստանը կարիք ունի իրական անվտանգության երաշխավորների՝ ոչ թե հայտարարությունների մակարդակով, այլ գործնականում, որոնք կնպաստեն երկրի կայունությանը, տնտեսական զարգացմանը և տարածաշրջանային հավասարակշռության պահպանմանը։ Միայն այս դեպքում հնարավոր կլինի դուրս գալ շարունակվող անորոշությունից և ձևավորել անվտանգային այնպիսի միջավայր, որը կծառայի պետության երկարաժամկետ շահերին։
