Միլիոնի «վերադարձից» մինչև ռեպարացիաներ․ Բաքվի պահանջները կոշտանում են, Երևանը՝ լռում. Նահապետյան (տեսանյութ)

Ադրբեջանի նախագահը միջազգային հարթակներից հայտարարում է, որ, իրենց պնդմամբ, շուրջ մեկ միլիոն ադրբեջանցի հեռացել է Հայաստանից և պետք է վերադառնա «իրենց բնօրրան»։ Զուգահեռաբար առաջ են քաշվում նաև այլ պահանջներ՝ փոխհատուցումներ, ռեպարացիաներ, ինչպես նաև 1988–1991 թվականների իրադարձությունների համար պատասխանատվության հարցեր, ներառյալ անհետ կորածների թեման։ Այս մոտեցումը կարող է հանգեցնել լայնածավալ իրավական գործընթացների նախաձեռնման՝ ուղղված տասնյակ հազարավոր հայերի դեմ։

 

Euromedia24-ի հետ զրույցում հայտարարել է ռազմաքաղաքական վերլուծաբան Հայկ Նահապետյանը՝ հավելելով, որ գործ ունենք ոչ թե Ադրբեջանի ցանկությունների, այլ հստակ ձևակերպված պահանջների հետ։ Ըստ Նահապետյանի՝ այս պահանջների առաջմղման հետևում կանգնած է նաև Ադրբեջանի ռազմաքաղաքական հիմնական դաշնակիցը՝ Թուրքիան, որի ներկայացուցիչները դրական են գնահատում Հայաստանի իշխանությունների քաղաքականությունը, իսկ մյուս կողմից նշում են, որ կան հարցեր, որոնք դեռ պետք է լուծում ստանան՝ կապված Ադրբեջանի պահանջների հետ։
Ինչ վերաբերվում է ՀՀ իշխանությունների վարած «աչքփակելու» քաղաքականությանը, որ որևէ կերպ չեն արձագանքում Բաքվից եկող սպառնալիքներին, Նահապետյանը՝ նկատում է՝ ժամանակագրությունը ցույց է տալիս, որ մի շարք առանցքային թեզեր առաջին անգամ հնչեցվել են հենց Ադրբեջանի նախագահի կողմից, և միայն դրանից հետո են հայտնվել հայկական քաղաքական օրակարգում։ Օրինակ՝ Հայաստանի անկախության հռչակագրի վերանայման թեման լայն քննարկման առարկա դարձավ այն բանից հետո, երբ դրա մասին բարձրաձայնեց Ադրբեջանի ղեկավարը։

«Նույնը վերաբերում է նաև «փախստականների վերադարձի» թեզին, որը շրջանառության մեջ է դրվել դեռևս մինչև 2023 թվականի սեպտեմբերի իրադարձությունները, երբ արցախցիները դեռ բնակվում էին Արցախում։ Սա վկայում է, որ այն անկախ քաղաքական գիծ է, այլ ոչ թե իրավիճակային պատասխան։ Հատկանշական է նաև «օդային միջանցքի» թեման։ Ադրբեջանի նախագահը հայտարարել է, որ նման միջանցք արդեն գոյություն ունի և օգտագործվում է՝ կապելով Նախիջևանը Ադրբեջանի մյուս հատվածին։ Սակայն այս հայտարարությունների վերաբերյալ Հայաստանի կողմից հստակ արձագանքի բացակայությունը մտահոգիչ է։

Ընդհանուր առմամբ, նման հարցերում լռությունը հաճախ ընկալվում է որպես դիրքորոշման բացակայություն կամ նույնիսկ՝ լռելյայն համաձայնություն, ինչը կարող է խթանել նոր պահանջների առաջմղումը»,-ասում է նա։
