Անվտանգություն՝ տնտեսության հիմքի վրա․ «Ուժեղ Հայաստան»-ի առաջարկած ուղին

«Ուժեղ Հայաստան» կուսակցությունը ներկայացրել է Հայաստանի անվտանգության իր մոտեցումները՝ շեշտադրելով, որ իրական և կայուն խաղաղությունը չի կարող կառուցվել միայն հայտարարությունների վրա։ Կուսակցության գնահատմամբ՝ ներկայիս իշխանությունների առաջարկած մոտեցումը հիմնված է ձևական «խաղաղության» վրա, մինչդեռ երկրի անվտանգությունը պետք է բխի ամուր տնտեսական հիմքից։ Միայն ուժեղ տնտեսությամբ հնարավոր է ապահովել երկարաժամկետ կայունություն և պաշտպանունակություն։

Կուսակցության ներկայացուցիչ Նարեկ Կարապետյանը ընդգծել է, որ երկրի առջև կանգնած է մեծածավալ վերականգնման խնդիր։ Նրա խոսքով՝ անհրաժեշտ է հաղթահարել այն հետևանքները, որոնք, իր գնահատմամբ, առաջացել են գործող իշխանությունների քաղաքականության արդյունքում։ Կարապետյանը վստահ է, որ արդյունավետ կառավարման պայմաններում հնարավոր կլինի ներգրավել խոշոր ներդրումներ՝ հաշվի առնելով Հայաստանի աշխարհագրական դիրքը՝ որպես Արևելքը և Արևմուտքը կապող բնական ուղի։

Անդրադառնալով անվտանգության և բանակի խնդիրներին՝ Կարապետյանը նշել է, որ ռազմական անհաջողությունները պայմանավորված են եղել թույլ կառավարմամբ։ Նրա համոզմամբ՝ ներկայումս առկա է պատմական հնարավորություն իրավիճակը փոխելու համար։ Նա նաև շեշտել է, որ որևէ իշխանություն չի կարող կոտրել հասարակության կամքը, եթե ձևավորվի հստակ նպատակ և միասնական մոտեցում։

Կարապետյանը հակադրել է իր ներկայացրած մոտեցումը գործող իշխանությունների քաղաքականությանը՝ ընդգծելով, որ իրենց առաջարկը միտված է ոչ թե կարճաժամկետ հանգստության, այլ արժանապատիվ և երկարատև խաղաղության հաստատմանը։ Նրա գնահատմամբ՝ անվտանգությունը պետք է կառուցվի համակարգային բարեփոխումների, տնտեսական աճի և պետական կառավարման արդյունավետության բարձրացման վրա։

Խոսելով ներքաղաքական տրամադրությունների մասին՝ Կարապետյանը նշել է, որ հասարակության մի զգալի հատված ժամանակին աջակցել է գործող իշխանություններին՝ ակնկալելով էական փոփոխություններ, որոնք, սակայն, ըստ նրա, չեն իրականացել։ Այդ հիասթափությունը, նրա խոսքով, այսօր վերածվել է նոր պահանջի՝ ավելի արդյունավետ և պատասխանատու կառավարման հանդեպ։

Անդրադառնալով ռազմական հավասարակշռությանը՝ Կարապետյանը ներկայացրել է թվային համեմատություն՝ նշելով, որ իշխանության փոփոխությունից հետո Հայաստանի և Ադրբեջանի միջև սպառազինության տարբերությունը զգալիորեն մեծացել է։ Նրա գնահատմամբ՝ սա ևս մեկ ցուցիչ է, որ անհրաժեշտ է վերանայել անվտանգության քաղաքականությունը և անցնել նոր մոտեցումների։

Տարածաշրջանում շարունակվող լարվածության պայմաններում, ըստ Կարապետյանի, Հայաստանի համար առաջնային է ոչ թե իրավիճակային արձագանքները, այլ երկարաժամկետ ռազմավարության ձևավորումը։ Միայն այդ դեպքում հնարավոր կլինի ապահովել այնպիսի անվտանգություն, որը չի կախված լինի արտաքին զարգացումներից և կծառայի երկրի կայուն զարգացմանը։
