Իշխանություն և հարստացում․ ինչպես փոխվեց «Քաղաքացիական պայմանագրի» էլիտան վեց տարում

2018 թվականից հետո իշխանության եկած քաղաքական ուժը ձևավորվեց հակաէլիտար հռետորաբանության վրա՝ խոստանալով կոտրել կոռուպցիոն համակարգերը և սահմանել նոր, ավելի արդար խաղի կանոններ։ Սակայն անցած տարիների ընթացքում հանրային դիսկուրսում ավելի հաճախ են հնչում հարցեր, թե արդյոք այդ խոստումները իրականություն դարձան, թե պարզապես փոխվեցին դերակատարները։

Պաշտոնական հայտարարագրերի ուսումնասիրությունը ցույց է տալիս, որ «Քաղաքացիական պայմանագիր» կուսակցության մի շարք ներկայացուցիչներ՝ նախարարներ և պատգամավորներ, վերջին վեց տարիների ընթացքում զգալիորեն ընդլայնել են իրենց ունեցվածքը։ Խոսքը վերաբերում է անշարժ գույքի ձեռքբերմանը, դրամական միջոցների աճին, ինչպես նաև տարբեր բիզնես կապերի ընդլայնմանը։ Թեև օրենքի տեսանկյունից հայտարարագրված տվյալները կարող են համարվել օրինական, հանրային ընկալման մակարդակում ձևավորվում է հակասական պատկեր՝ իշխանության եկածների և հասարակության լայն շերտերի միջև աճող տարբերության մասին։

Այս ֆոնի վրա սոցիալ-տնտեսական իրավիճակը շարունակում է մնալ լարված։ Թոշակների և նպաստների բարձրացումները հաճախ չեն հասցնում գնաճի տեմպերին, ինչը հատկապես ծանր է անդրադառնում խոցելի խմբերի վրա։ Մարզերում շարունակվում է բնակչության նվազումը, աշխատատեղերի սղությունը մնում է չլուծված խնդիր, իսկ առողջապահական համակարգը, ըստ մասնագետների, դեռևս չի հասնում այն մակարդակին, որը կբավարարեր քաղաքացիների սպասումները և մրցունակ կլիներ հարևան երկրների հետ։

Հասարակության մեջ ձևավորվող հիմնական հարցը պարզ է՝ ինչպես է ստացվել, որ տնտեսական դժվարությունների պայմաններում իշխանական վերնախավի ֆինանսական վիճակը նկատելիորեն բարելավվել է։ Քաղաքական պատասխանատվության և հաշվետվողականության պահանջը աստիճանաբար ուժեղանում է, քանի որ հանրությունը սպասում է ոչ միայն բարեփոխումների խոստումների, այլև դրանց շոշափելի արդյունքներին։

Վերջին ամիսներին շրջանառվող տեղեկություններն ու բացահայտվող հնարավոր սխեմաները միայն խորացնում են այս հարցադրումները՝ ձևավորելով նոր պահանջ՝ առավել թափանցիկ և հաշվետու կառավարման նկատմամբ։
