Սովորական ընտրակաշառք արցախցիներին իշխանությունից

«Ղարաբաղից տեղահանված հայերի սոցիալ-տնտեսական ներառման գործընթաց» խորագրով քննարկման ժամանակ Նիկոլ Փաշինյանը հայտարարել է, թե Ղարաբաղից տեղահանվածների համար երևանամերձ համայնքներում տուն ձեռք բերելու սերտիֆիկատի գումարը 3 միլիոնից կդառնա 4 մլն դրամ։ Նրան տեղեկացրել են, որ Աշտարակում Ղարաբաղից տեղահանված շատ ընտանիքներ կան, բայց քչերն են սերտիֆիկատով բնակարան ձեռք բերել, քանի որ համայնքում բնակարանների գները բարձր են, և մարդիկ չեն կարողանում 3 մլն դրամով անշարժ գույք ձեռք բերել։

Ըստ այդմ՝ քաղաքացին հետաքրքրվել է՝ հնարավո՞ր է Աշտարակ համայնքում հաստատվածների համար ևս սերտիֆիկատի գումարը դառնա 4 մլն դրամ, այնպես, ինչպես Էջմիածնում արվեց։ Փաշինյանն արձագանքել է՝ հարցի հետ կապված ընդհանուր մթնոլորտից տեղյակ են, և որ հարցի վերաբերյալ իրենց կարծիքն են հայտնել նաև ԱՍՀ նախարարն ու ՀՀ փոխվարչապետը՝ նշելով, որ այդ մասով պետք է որոշում կայացնել։ «Մենք առաջիկայում որոշում կկայացնենք, և երևանամերձ մարզերի համար (3 միլիոնը երևանամերձ համայնքներին է վերաբերում, ճի՞շտ է, Երևանին սահմանակից համայնքներին), որտեղ 3 մլն է, կդարձնենք 4 մլն։ Սա է մեր որոշումը, առաջիկայում դե յուրե որոշումը կկայացնենք»,- ասել է նա՝ հավելելով, որ խոսքը Երևանին չի վերաբերում, քանի որ նպատակ կա ծրագրերը մաքսիմալ ուղղորդել մարզեր։ Խորհրդարանական ընտրություններից առաջ նման որոշում կայացնելը կարող է ընդամենը մեկ բան նշանակել։

Ու փաշինյանական իշխանությունն էլ հավակնում է տեղահանված արցախցիների որոշ մասի ձայներին և փորձում այս կերպ կաշառել նրանց։ Սա ոչ այլ ինչ է, քան ընտրակաշառք, ընդ որում, եթե գործող իշխանությունները, ընդդիմության ամեն մի խոստումից կախվելով, հայտարարում են, թե ընդդիմությունը ընտրակաշառքներ է պատրաստում, իրենք դա անում են պետական բյուջեի հաշվին։ Այն, ինչ կարող էին անել 1 տարի, 2 տարի առաջ, փաստացի անում են ընտրություններից առաջ, որպեսզի դա ներկայացնեն հենց ընտրակաշառք։ Բնականաբար, Կենտրոնական ընտրական հանձնաժողովը, իրավապահները նման հարցերում չեն շտապելու, որևէ վարույթ չեն հարուցելու, իշխող ուժի գրանցումը չեն մերժելու՝ ի տարբերություն ընդդիմության, որի ամեն մի քայլը դիտարկվում է մանրադիտակով։
