«Համերաշխություն» ՀԿ-ի պատասխանը Պետական Եկամուտների Կոմիտեին

«Առինջ մոլի»
«Համերաշխություն» ՀԿ-ի պատասխանը Պետական Եկամուտների Կոմիտեին Երեկ ՊԵԿ-ը հրապարակել է տոնավաճառներում առևտրային գործունեություն իրականացնող տնտեսվարող սուբյեկտներին՝ այդ թվում «Առինջ մոլին» վերաբերող տեղեկատվություն, որի կապակցությամբ հարկ ենք համարում արձանագրել հետևյալը.

1. Նախ՝ ՊԵԿ-ի կողմից ներկայացված տեղեկատվության առանցքում «Առինջ մոլն» է, և այն, որ այստեղ գործող 748 հարկ վճարողները ցույց են տվել ընդամենը 2.9 մլրդ. դրամի շրջանառություն և ունեն 338 աշխատող. մի կառույցում՝ 0.4 աշխատող: Առնվազն հասկանալի չէ, թե ի՞նչն է ՊԵԿ-ին զարմացրել եւ ինչո՞ւ է ՊԵԿ-ը փորձում հակասություն գտնել մի տեղ, որտեղ որեւէ հակասություն իրականում չկա։ Հարկ ենք համարում փաստել, որ 748 հարկ վճարողները ոչ թե ունեն 338 աշխատող, այլ` 338 գումարած 748 աշխատող, որովհետև 748-ի գերակշիռ մասը անհատ ձեռնարկատերեր են, և հենց իրենք էլ համարվում են աշխատողներ։ Այսինքն՝ աշխատողների թվաքանակի վերաբերյալ ՊԵԿ-ի հրապարակած թիվը չի համապատասխանում իրականությանը։

2. Երկրորդ կարեւոր փաստը, որը ՊԵԿ-ը շրջանցում է, այն է, որ «Առինջ մոլը», գործում է ամսական 12 օր, իսկ հայտարարության մեջ նշված մնացյալ տոնավաճառները աշխատում են ամսվա բոլոր օրերին:

3. ՊԵԿ-ը, չգիտես ինչու, մոռանում է, որ «Առինջ մոլ», «Փեթակ» և «Սուրմալու» առևտրային կենտրոնները գտնվում են տարբեր գոտիներում։ «Առինջ մոլ»-ը գտնվում է Երևան քաղաքից դուրս, իսկ մյուսները` քաղաքի կենտրոնում են, որտեղ կա մի քանի անգամ ավելի մեծ մարդկային շարժ և հոսունություն:

4. «Փեթակում» և «Սուրմալույում» վաճառվում են բավականաչափ թանկ ապրանքներ, որի արդյունքում՝ տնտեսվարողների շրջանառությունները անհամեմատ ավելի բարձր են:

5. Դա է վկայում նաև «Փեթակում» և «Սուրմալույում» վարձավճարների հարյուրավոր և հազարավոր դոլարների հասնող չափը, ինչը ապացուցում է դրանց շահութաբերությունը։

6. «Առինջ մոլի» ապրանքային տեսականին՝ հիմնականում հագուստեղեն և կոշկեղեն, վաճառվում է բավականին մատչելի գներով։ Բացի դա` «Առինջ մոլ» այցելող հաճախորդների վճարունակությունը բավականին ցածր է` «Փեթակի» և «Սուրմալուի» համեմատությամբ:

7. Բացարձակ հասկանալի չէ, թե ինչո՞ւ է ՊԵԿ-ը «Առինջ մոլը» համեմատում «Փեթակի» և «Սուրմալուի» հետ, երբ նրանց միջև կան էական տարբերություններ և յուրաքանչյուրն ունի իր առանձնահատկությունը: Նախ, «Առինջ մոլը», ինչպես հայտնի է, ձևավորվել է «Հրազդան» մարզադաշտին կից տոնավաճառի առևտրականների տեղափոխման արդյունքում, և անհրաժեշտ է գնահատել, օրինակ՝ 2013-2014թթ. որքան է եղել նրանց շրջանառությունները: Երկրորդ՝ Հրազդան մարզադաշտից նրանց մեծ մասը տեղափոխվել է չափազանց փոքր շահութաբերություն ունենալու հետևանքով, նաև` որովհետև չեն կարողացել վճարել վարձավճարները:

8. «Առինջ մոլի» առևտրականները, որոնք տեղափոխվել են «Հրազդան» մարզադաշտից, բնականաբար, դեռեւս չունեն համապատասխան հաճախորդների թվաքանակ: Ելնելով վերոնշյալից, մենք հերթական անգամ արձանագրում ենք, որ «Առինջ մոլը» պարտաճանաչորեն վճարում է իր հարկերը, ինչպես նաեւ` ցույց է տալիս համապատասխան շրջանառություն: Ուստի, շարունակում է անհասկանալի մնալ ՊԵԿ-ի կեցվածքը, հստակ թիրախավորումն ու այն անընդունելի մեթոդները՝ խուզարկություններ, վրաերթեր և այլն, որոնցով ՊԵԿ-ը իրականացնում է իր գործունեությունը:
