Մարզերում դպրոցական ավտոբուսների միասնական պարկի ստեղծում. Հրայր Կամենդատյան

Հայաստանի բազմաթիվ բնակավայրերում երեխաները ստիպված են կիլոմետրերով քայլել կամ օգտվել պատահական տրանսպորտից, ինչը ձմռան ամիսներին դառնում է անհնարին։


Ահա այս խնդրի լուծման «Անվտանգ դպրոցական ճանապարհ» ծրագրի մոդելը.

1. Դպրոցական ավտոբուսների պարկի տեխնիկական չափորոշիչները

Ավտոբուսները պետք է լինեն ոչ թե սովորական տրանսպորտ, այլ հատուկ կահավորված մեքենաներ.

* Անվտանգություն. Նարնջագույն գույն (բարձր տեսանելիության համար), ամրագոտիներ յուրաքանչյուր նստատեղի համար և «STOP» ազդանշանային լույսեր։

* Անցողունակություն. Հաշվի առնելով մարզային ճանապարհների վիճակը՝ ավտոբուսների մի մասը պետք է լինեն ամենագնաց (4x4) մոդելներ։

* Հսկողություն. GPS համակարգերի տեղադրում, որպեսզի ծնողները և դպրոցի տնօրինությունը առցանց տեսնեն ավտոբուսի տեղաշարժը։

2. Երթուղային ցանցի օպտիմալացում

Ծրագիրը պետք է գործի «դռնից դուռ» սկզբունքով.

* Համայնքային կանգառներ. Սահմանել հստակ կանգառներ յուրաքանչյուր թաղամասում կամ գյուղում։

* Համակցված երթուղիներ. Մեկ ավտոբուսը կարող է սպասարկել մի քանի հարակից փոքր գյուղերի՝ երեխաներին տեղափոխելով խոշորացված համայնքի դպրոց։

3. Կառավարման մոդելը

Որպեսզի ավտոբուսները չմնան առանց խնամքի և չփչանան մի քանի տարում.

* Մարզային կենտրոնացված պարկ. Ավտոբուսները պետք է պատկանեն ոչ թե առանձին դպրոցների, այլ մարզպետարանի ենթակայության տակ գտնվող մասնագիտացված պարկի, որը կզբաղվի տեխսպասարկմամբ։

* Որակավորված վարորդներ. Վարորդները պետք է անցնեն հատուկ հոգեբանական թեստավորում և ունենան երեխաների հետ աշխատելու հմտություններ։

* Ուղեկցողի առկայություն. Յուրաքանչյուր երթուղի պետք է ունենա ուղեկցող մանկավարժ կամ անվտանգության աշխատակից։

4. Ինչո՞ւ է սա առաջնահերթություն

* Կրթության հասանելիություն. Ոչ մի երեխա չպետք է դասից բացակայի վատ եղանակի կամ տրանսպորտ չլինելու պատճառով։

* Տնտեսական խնայողություն. Ծնողները ստիպված չեն լինի աշխատանքից կտրվել երեխային դպրոց տանել-բերելու համար։

* Անվտանգություն. Նվազում է ճանապարհատրանսպորտային պատահարների ռիսկը, որոնք տեղի են ունենում անսարք կամ պատահական մեքենաներով երեխաներին տեղափոխելիս։
