«Պարտությունը կառավարման համակարգի հետևանք էր». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պաշտպանության նախկին նախարար, գեներալ մայոր Արշակ Կարապետյանը մեզ հետ զրույցում անդրադարձել է Հայաստանի գործող Սահմանադրությանը՝ այն համարելով վտանգավոր գործող կառավարման մոդելի հիմք` առաջարկելով վերադառնալ կիսանախագահական համակարգին։

Կարապետյանը հիշեցրել է, որ ժամանակին գործող իշխանության ներկայացուցիչները Սահմանադրությունը քննադատում էին՝ այն բնութագրելով որպես «սարքած» կամ «ուրիշի հագով կարված կոստյում», մինչդեռ այսօր լիարժեք օգտվում են նույն փաստաթղթից։ Նրա խոսքով, հանրաքվեն, որով ընդունվել է գործող Սահմանադրությունը, հասարակության լայն շերտերի կողմից ընկալվում է որպես վիճահարույց, սակայն խնդիրը միայն ընդունման ընթացակարգը չէ, այլ բովանդակությունը։

Նախկին նախարարն ընդգծել է, որ կիսանախագահական համակարգում առկա էր իշխանությունների տարանջատման և փոխզսպման մեխանիզմ։ Ժողովուրդն ուղղակիորեն ընտրում էր և՛ Ազգային ժողովը, և՛ նախագահին։ Նախագահը ներկայացնում էր վարչապետի թեկնածությունը, որը պատասխանատու էր տնտեսական կառավարման համար, իսկ Ազգային ժողովը հաստատում էր նշանակումը։ Ուժային կառույցներն ու անվտանգության ոլորտը նախագահի վերահսկողության տակ էին, մինչդեռ ֆինանսատնտեսական քաղաքականությունն իրականացնում էր կառավարությունը։

Արշակ Կարապետյանի համոզմամբ, գործող խորհրդարանական մոդելում իշխանության հիմնական լծակները կենտրոնացված են վարչապետի ձեռքում։ Նրա գնահատմամբ, կուսակցական համակարգը խթանում է ոչ թե գաղափարական մրցակցությունը, այլ ռեսուրսային պայքարը, ինչի արդյունքում քաղաքական վերելքը հաճախ պայմանավորված է ոչ թե մասնագիտական, այլ ներքին ուժային հավասարակշռություններով։

Առանձին անդրադառնալով 2020 թվականի պատերազմին՝ Կարապետյանը նշել է, որ պարտության պատճառը չի տեսնում զինվորների կամ հրամանատարների գործողություններում։ Նրա խոսքով, խնդիրը կառավարման համակարգն էր։ Նա պնդել է, որ Ադրբեջանում պատերազմը ղեկավարվել է կենտրոնացված ռազմաքաղաքական կառույցի միջոցով, որտեղ ներգրավված են եղել տարբեր ոլորտների մասնագետներ, մինչդեռ Հայաստանում ամբողջ պատասխանատվությունը փաստացի դրվել է զինվորականների վրա։

Կարապետյանը նաև հիշեցրել է, որ պատերազմի ընթացքում առաջարկել էր ստեղծել համապարփակ ռազմավարական կառավարման մարմին, սակայն, ըստ նրա, այդ նախաձեռնությունը չի իրականացվել։ Այսօր, նրա խոսքով, իրավական գործընթացների թիրախում հիմնականում զինվորականներն են, ինչը չի արտացոլում իրական համակարգային խնդիրները։

Ամփոփելով՝ Արշակ Կարապետյանը հայտարարել է, որ Հայաստանը պետք է վերադառնա կիսանախագահական կառավարման մոդելին՝ ապահովելով ուժերի տարանջատում, փոխզսպում և հստակ պատասխանատվություն ազգային անվտանգության համար։ Նրա խոսքով, առանց կառավարման համակարգի փոփոխության հնարավոր չէ կառուցել կայուն և արդյունավետ պետություն։
