Գազաբալոնների վկայագրման գործընթացը պարտադիր պետք է տեսագրվի

Կառավարությունը փոփոխություններ և լրացումներ է կատարել Սեղմված բնական կամ հեղուկացված նավթային գազով աշխատելու համար ավտոտրանսպորտային միջոցների վրա գազաբալոնային սարքավորումների տեղադրման և գազաբալոնների պարբերական վկայագրման կարգի վերաբերյալ որոշման մեջ:

Ըստ այդմ՝ առաջարկվում է կարգը լրացնել գազաբալոնների վկայագրման գործընթացը պարտադիր տեսագրելու դրույթով և ամրագրել գազաբալոնների պարբերական վկայագրում իրականացնող լիցենզավորված կազմակերպությունների արտադրական բազաներում տեսագրության պահպանման նվազագույն ժամկետները: Միաժամանակ սահմանվում են գազաբալոնային տրանսպորտային միջոցի առկայության և գազաբալոնի վկայագրման գործընթացի տեսագրությունում արտացոլվող պարտադիր գործողությունները։

Որոշմամբ կարգավորվում են ավտոտրանսպորտային միջոցների վրա տեղադրված գազաբալոնների պարբերական վկայագրման գործընթացում առկա ռիսկերն այն տրամաբանությամբ, որ գործընթացի նկատմամբ տեսագրությունների պարտադիր առկայության շնորհիվ վերահսկողական հնարավորությունների նոր գործիքակազմի ներդրման միջոցով բացահայտվելու են ոլորտում առկա թերությունները: Որոշումն ուժի մեջ մտնելու ժամկետ սահմանված է՝ պաշտոնական հրապարակման օրվանից մեկ ամիս հետո: Իրավական ակտի կիրառման դեպքում՝ ներդրվում է հանրային ծառայությունների որակի վերահսկողության գործուն համակարգ:

Գազաբալոնների պարբերական վկայագրման ոլորտի նկատմամբ վերահսկողություն իրականացնող տեսչական և ոլորտում քաղաքականություն մշակող լիազոր  մարմինները տեսագրությունների առկայությամբ ստանում են նոր գործիքակազմ՝ ոլորտում գործունեություն ծավալող լիցենզավորված կազմակերպությունների կողմից գազաբալոնային ավտոտրանսպորտային միջոցների և նրանց վրա տեղադրված գազաբալոնների վկայագրման պրոցեսների ուսումնասիրության միջոցով թերությունների բացահայտման, առկա ռիսկերի չեզոքացման, ինչպես նաև՝ անբարեխիղճ տնտեսվարողների նկատմամբ վարչարարության իրականացման հիմքեր  ապահովելու նպատակով:

Ոլորտում քաղաքականություն մշակող լիազոր մարմինը տեսագրությունների ուսումնասիրության արդյունքում հնարավորություն է ստանում բացահայտելու գազաբալոնների վկայագրման գործընթացի կարգավորման ենթակա բաղադրիչները՝ ոլորտի կանոնակարգման նոր նախաձեռնությունների իրականացմամբ:
