«Չգրանցել ու չթողնել». վտանգավոր մտածողության քաղաքական անատոմիան. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի քաղաքական դաշտում իշխանության և նրանց սազանդարը դարձած առանձին ուժերի ու գործիչների շուրթերով երբեմն հնչում են հայտարարություններ, որոնք ավելի շատ բացահայտում են իրենց հեղինակներին, քան վնաս են հասցնում իրենց թիրախներին։ «Չգրանցել X կուսակցությանը (անձին) և չթույլատրել մասնակցել ընտրություններին» ձևակերպումը հենց այդպիսի խոսք է։ Դա արդեն ոչ թե քաղաքական գնահատական է, այլ քաղաքական արգելանքի առաջարկ։

Երբ որևէ գործիչ հրապարակավ առաջարկում է ընտրություններին չթողնել իր մրցակցին, նա փաստացի ասում է՝ ես պատրաստ չեմ մրցել, ես ուզում եմ չեզոքացնել։ Սա վտանգավոր սահք է։ Ժողովրդավարությունը սկսվում է ընտրելու իրավունքից և ավարտվում է ընտրողին վստահելու կարողությամբ։ Եթե քաղաքական ուժը վտանգավոր է, թող դա որոշի ժողովուրդը քվեարկությամբ, ոչ թե քաղաքական հակառակորդը՝ հայտարարությամբ։

Հակառակ դեպքում մենք անցնում ենք «քաղաքական մրցակցության» դաշտից դեպի «քաղաքական ֆիլտրացիայի» ռեժիմ։

Մոլդովայի օրինակը բերելը ևս խնդրահարույց է։ Այո, տարբեր երկրներում իշխանությունները տարբեր ժամանակներում փորձել են սահմանափակել որոշ ուժերի մասնակցությունը, սակայն նման նախադեպերը միշտ ունեն մեկ ընդհանուր հետևանք՝ հասարակության բևեռացում և վստահության անկում ընտրական համակարգի նկատմամբ։ Հայաստանի համար ամենավտանգավորը հենց այդ վստահության կորուստն է։

Քաղաքական պայքարը պետք է լինի գաղափարների, ծրագրերի, տեսլականի շուրջ։ Եթե մրցակցին պետք է արգելել, նշանակում է՝ գաղափարական պայքարում վստահություն չկա։ Արգելքը քաղաքական փաստարկ չէ։ Արգելքը քաղաքական խուճապի ախտանիշ է։

Ավելին, ցանկացած ուժի՝ «շպիոն», «օտար ազդեցության գործակալ» կամ «ազգային անվտանգության սպառնալիք» պիտակավորելը հակաքաղաքական, վտանգավոր և ամոթալի պրակտիկա է։ Նման բառապաշարը հանրային դիսկուրսը դարձնում է թշնամական և փոխում քաղաքական մշակույթը՝ այն տեղափոխելով մեղադրանքի և ատելության դաշտ։ Իսկ երբ քաղաքական համակարգում սկսում են գործել «թույլ տալ-չտալու» տրամաբանությամբ, վաղ թե ուշ այդ մեխանիզմը կարող է կիրառվել բոլորի նկատմամբ։

Հայաստանի քաղաքական համակարգը այսօր ունի մեկ կարևոր փորձություն՝ արդյո՞ք մենք պատրաստ ենք իրական բազմակարծության։ Եթե այո, ապա պատասխանն ակնհայտ է. ընտրություններին մասնակցելու իրավունքը սահմանափակելու կոչերը պետք է մերժվեն որպես հակաժողովրդավարական մտածողություն։ Եթե ոչ, ապա մենք ընդունում ենք, որ ընտրական գործընթացը կարող է դառնալ... ընտրովի։

Քաղաքական ուժի նկատմամբ անհամաձայնությունը պետք է արտահայտվի քվեաթերթիկով, ոչ թե գրանցման մերժմամբ։

Մրցակցին արգելելու ցանկությունը ոչ թե ուժի, այլ թուլության ցուցանիշ է։

Եվ վերջապես՝ ընտրողից վախեցող քաղաքական գործիչը վաղ թե ուշ կբախվի հենց ընտրողի դատավճռին։
