Ստվերային «լուծումներ» Վրաստանի սահմանին. ո՞ւմ շահերն են սպասարկվում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վրաստան–Հայաստան սահմանին ստեղծված իրավիճակը, որը փետրվարի 12-ից ի վեր լուրջ խնդիրների առաջ է կանգնեցրել հայկական բիզնեսին, աստիճանաբար դուրս է գալիս սովորական մաքսային կամ լոգիստիկ բարդության շրջանակներից։ Հարյուրից ավելի բեռնատարներ՝ փայտանյութով, հեղուկ գազով և ածուխով բեռնված, շարունակում են մնալ փաստացի արգելափակված վիճակում՝ վտանգի տակ դնելով ներքին շուկայի գների կայունությունը և մատակարարումները։

«Փաստի» տեղեկություններով, վերջին օրերին մի շարք հայ գործարարների հետ կապ են հաստատել վրացական վերնախավի առանձին ներկայացուցիչներ, այդ թվում` Իվանիշվիլիի մերձավոր շրջանակների ներկայացուցիչներ՝ առաջարկելով տարբեր «լուծումներ» սահմանին առաջացած խնդիրների շուրջ։ Մեր աղբյուրների փոխանցմամբ, խոսքը ոչ պաշտոնական միջամտությունների, արագացված անցումների և անհատական պայմանավորվածությունների հնարավորությունների մասին է։ Գործարարներին ակնարկվում է, որ խնդիրը կարող է կարգավորվել ոչ թե միջպետական բանակցությունների, այլ կոնկրետ շփումների և համապատասխան «ճկունության» միջոցով։

Եթե այս տեղեկությունները հաստատվեն, ապա գործ ունենք վտանգավոր նախադեպի հետ. սահմանը վերածվում է ազդեցության և լոբբիստական ռեսուրսների բաշխման գործիքի, բիզնեսի համար ստեղծվում է անհավասար մրցակցային միջավայր, իսկ պետական մակարդակով չլուծված հարցերը տեղափոխվում են կուլիսային դաշտ։ Սա հարված է ոչ միայն առանձին ընկերությունների շահերին, այլ նաև տարածաշրջանային տնտեսական կայունությանը։

Հայկական բիզնեսը, հատկապես ռազմավարական նշանակության ապրանքների ներմուծմամբ զբաղվող ընկերությունները, այսօր հայտնվել են երկակի ճնշման տակ. մի կողմից՝ սահմանային արհեստական խոչընդոտներ, մյուս կողմից՝ ստվերային «միջնորդական» առաջարկներ։ Այս իրավիճակում չափազանց կարևոր է, որ թե՛ Վրաստանում, թե՛ Հայաստանում հարցին տրվի հստակ և հրապարակային գնահատական։ Եթե խնդիրը տեխնիկական է, պետք է ներկայացվի պաշտոնական հիմնավորում։ Եթե առկա են իրավական խախտումներ, հրապարակվեն փաստերը։ Անհրաժեշտ է միջպետական մակարդակով լուրջ քննություն։

Հայկական կառավարության կողմից հստակ արձագանքի բացակայությունը խորացնում է անորոշությունը։ Բիզնեսը չի կարող երկարաժամկետ պլանավորում իրականացնել այն պայմաններում, երբ սահմանը կախված է ոչ թե կանոններից, այլ հարաբերություններից։ Սա արդեն ներդրումային միջավայրի, իրավական կանխատեսելիության և տնտեսական անվտանգության հարց է։ Եթե սահմանը վերածվում է «լուծումների շուկայի», ապա դա վտանգավոր է երկու երկրների համար էլ։ Հարցը պահանջում է համակարգային և պատասխանատու արձագանք՝ թե՛ Երևանից, թե՛ Թբիլիսիից, քանի դեռ ստվերային մեխանիզմները չեն դարձել կանոն։
