Լռության գինը․ դատավճիռներ Բաքվում, ինքնամոռացություն՝ Երևանում

Ադրբեջանում կայացված դատավճիռները Ռուբեն Վարդանյանի, Բակո Սահակյանի և մյուս հայ գերիների նկատմամբ նոր փուլ են բացում ոչ միայն նրանց անձնական ողբերգության, այլև հայկական պետականության փորձության պատմության մեջ։ Մինչ Բաքվի դատարաններում հրապարակվում էին ծանր դատավճիռներ, Հայաստանի իշխանությունները շարունակում էին պահպանել վտանգավոր լռություն, որը գնալով ավելի շատ հարցեր է ծնում, քան պատասխաններ տալիս։

«Միասնության թևեր» քաղաքական նախաձեռնության ղեկավար Արման Թաթոյանը հայտարարում է, որ Ադրբեջանը դատել և շարունակում է բանտերում պահել հայերին ոչ թե իրավական հիմքերով, այլ նրանց ազգային պատկանելության պատճառով։ Նրա գնահատմամբ՝ եթե այսօր թիրախում են նրանք, ովքեր ապրել են Շուշիում և Ստեփանակերտում, ապա վաղը նույն տրամաբանությամբ կարող են մեղադրվել ու դատապարտվել նաև Մարտունիում, Գյումրիում, Արարատում կամ Երևանում ապրող հայերը՝ պարզապես հայ լինելու համար։

Թաթոյանը հատուկ ընդգծում է նաև խորհրդանշական համընկնումը․ Արկադի Ղուկասյանի և Բակո Սահակյանի վերաբերյալ դատավճիռները հրապարակվել են այն պահին, երբ Նիկոլ Փաշինյանն ու Իլհամ Ալիևը Աբու Դաբիում մասնակցում էին արարողության։ Նրա համոզմամբ՝ այդ զուգադիպությունը քաղաքական ուղերձ է, որը դժվար է անտեսել։

Սակայն ամենասուր քննադատությունը ուղղված է ոչ թե միայն Բաքվին, այլ Երևանին։ Ըստ Թաթոյանի՝ Հայաստանի կառավարությունը շաբաթներով չի կարողանում հստակ դիրքորոշում ձևակերպել սեփական քաղաքացիների նկատմամբ ցմահ ազատազրկման դատավճիռների հարցում։ Պետության լռությունը, նրա խոսքով, ոչ զգուշավոր դիվանագիտություն է, ոչ էլ հաշվարկված քաղաքականություն։ Դա, ըստ նրա, վախի և անգործության դրսևորում է, որն ավելի վտանգավոր հետևանքներ կարող է ունենալ, քան ցանկացած կոշտ հայտարարություն։

Իր հայտարարության մեջ Թաթոյանը պնդում է, որ Հայաստանը ունի իրավական և քաղաքական գործիքներ՝ միջազգային հարթակներում պայքարելու, հարցը բարձրացնելու և սեփական քաղաքացիների իրավունքների պաշտպանության համար։ Խնդիրը, նրա ձևակերպմամբ, ոչ թե հնարավորությունների բացակայությունն է, այլ կամքի պակասը։

Ստեղծված իրավիճակում հարցը միայն կոնկրետ անձանց ճակատագիրը չէ։ Խոսքը պետության ինքնության և պատասխանատվության մասին է։ Երբ քաղաքացիները դատապարտվում են օտար երկրի դատարաններում, իսկ սեփական պետությունը չի արտահայտում հստակ և հետևողական դիրքորոշում, վտանգվում է ոչ միայն տվյալ գործերի քաղաքական և իրավական ելքը, այլ նաև հասարակության վստահությունը պետական ինստիտուտների նկատմամբ։

Բաքվում հնչած դատավճիռները փաստ են։ Երևանում տիրող լռությունը՝ ևս։ Այս երկուսի համադրությունը ձևավորում է այն իրականությունը, որի հետ Հայաստանը ստիպված է առերեսվել։ Հարցն այն է՝ այդ լռությունը ժամանակավոր ռազմավարությո՞ւն է, թե՞ երկարաժամկետ ինքնաթուլացման ուղի։
