Բեռնատարները կանգնած են սահմանին, իսկ իշխանությունը Ֆեյսբուքում գլուխ է գովում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Փայտով, հեղուկ գազով և ածուխով բեռնված տասնյակ բեռնատարներ արդեն ավելի քան մեկ շաբաթ է՝ կանգնած են Վրաստան–Հայաստան սահմանային անցակետերում։ Վարորդների փոխանցմամբ, վրացական կողմը փաստացի արգելափակել է Հայաստանի ուղղությամբ բեռների մուտքը։ Ըստ վարորդների, իրենցից ներքին կարգով յուրաքանչյուր մեքենայից պահանջում են 600-700 ԱՄՆ դոլար։ «Առանց պատճառաբանելու ուղղակի գումար են ուզում։ Հայաստանից էլ ոչ ոք ոչինչ չի ասում, չգիտենք՝ ինչ կլինի»,- նշում են վարորդները։

Մեքենաները սահմանին են կանգնած փետրվարի 12-ից։ Խոսքը ռազմավարական նշանակության բեռների մասին է՝ վառելանյութ, էներգակիրներ, փայտանյութ, որոնք ուղղակիորեն ազդում են ներքին շուկայի գների և մատակարարումների կայունության վրա։

Մեր աղբյուրների փոխանցմամբ, խնդիրը բարձրացվել է միջպետական շփումների մակարդակով, սակայն առանց հստակ արդյունքի։ Վերջերս Հայաստան այցելած Վրաստանի էկոնոմիկայի նախարարը, ըստ տեղեկությունների, հարցի շուրջ տվել է ոչ կոնկրետ, ձևական պատասխաններ՝ փաստացի խուսափելով հստակ դիրքորոշումից։ Որևէ հրապարակային պարզաբանում կամ պաշտոնական հաղորդագրություն չկա նաև հայկական կողմից։

Հայկական ընկերություններն ամեն օր կրում են ֆինանսական վնասներ՝ կանգառի, սպասարկման, ժամանակի և պայմանագրային պարտավորությունների խախտման հետևանքով առաջացող տույժերի տեսքով։ Ընկերությունները փաստացի հայտնվել են անորոշության մեջ, իսկ շուկան՝ հնարավոր ցնցումների վտանգի տակ։

Մեր տեղեկություններով, խնդրի շուրջ ներսում ևս ընտրովի միջամտություններ են եղել։ Մեր աղբյուրները պնդում են, որ իշխող ուժի պատգամավորներից մեկին պատկանող բեռի հարցով վրացական ղեկավարությանը անձամբ միջնորդել է Հայաստանի ամենաբարձր պաշտոնյաներից մեկը։ Ստացվում է, որ խնդիրը լուծվում է ոչ թե համակարգային, այլ անհատական սկզբունքով՝ «յուրայինների» համար, մինչդեռ մյուս վարորդները շարունակում են մնալ սահմանին։

Մինչ այս ամենը, Հայաստանի էկոնոմիկայի նախարարությունը որևէ տեսանելի գործողություն չի ներկայացրել։ Փոխարենը նախարարի հրապարակային ակտիվությունը սահմանափակվում է սոցիալական ցանցերում վիճակագրական տվյալների հրապարակմամբ։ Սակայն այստեղ հարցը թվերի մասին չէ։ Խոսքը մարդկանց, բիզնեսների և մատակարարման շղթաների մասին է։ Եթե սահմանին ձևավորվում է արհեստական արգելք, ապա դա ոչ միայն առանձին ընկերությունների, այլև երկրի տնտեսական անվտանգության խնդիր է։

Այս իրավիճակում անհրաժեշտ է հստակ պատասխան՝ ովքե՞ր և ինչո՞ւ են պահանջում վերոնշյալ 700 դոլարը, կա՞, արդյոք, պաշտոնական որոշում վրացական կողմից, և ի՞նչ կոնկրետ քայլեր է ձեռնարկում հայկական կառավարությունը։

Մինչ այդ, սահմանին կանգնած վարորդները շարունակում են սպասել՝ իրենց հաշվին վճարելով ոչ միայն գումար, այլև պետության անգործության պատճառով հայտնվելով կոլապսի առաջ։
