Ջուրը պետք է դիտարկվի ոչ թե որպես անսպառ ռեսուրս, այլ՝ պահպանման ենթակա ազգային արժեք. ՀՀ նախագահ

Հանրապետության նախագահ Վահագն Խաչատուրյանը մասնակցել է ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարության Ջրային կոմիտեի 25-ամյակի հոբելյանական միջոցառմանը:

Միջոցառման ընթացքում ելույթներով հանդես են եկել Հանրապետության նախագահը, վարչապետ Նիկոլ Փաշինյանը, Ջրային կոմիտեի նախագահ Արամազդ Ղալամքարյանը:

Նախագահը Վահագն Խաչատուրյանի ողջունի խոսքը.

«Այսօր մենք նշում ենք Ջրային կոմիտեի հիմնադրման 25-ամյակը։ Սա կարևոր ժամանակահատված է պետական կառավարման համակարգի համար, և, միևնույն ժամանակ, լուրջ առիթ՝ վերանայելու անցած ուղին և գնահատելու այն խնդիրները, որոնք դեռևս մնում են լուծման կարիք ունեցող։

Ջրային կոմիտեի ստեղծումը պայմանավորված էր մեր երկրի համար ռազմավարական նշանակություն ունեցող ոլորտի՝ ջրային ռեսուրսների կառավարման համակարգված և պետականորեն պատասխանատու կազմակերպման անհրաժեշտությամբ։ Անցած տարիների ընթացքում ձևավորվել են կառավարման մեխանիզմներ, իրականացվել են ենթակառուցվածքային ծրագրեր, պահպանվել և շահագործվել են ոռոգման և ջրամբարային համակարգեր։ Սակայն պետք է արձանագրենք նաև այն փաստը, որ ջրի կորուստների բարձր մակարդակը, համակարգերի մաշվածությունը և արդյունավետության հետ կապված խնդիրները շարունակում են լուրջ մարտահրավեր մնալ։

Հայաստանը ջրային պաշարներով համեմատաբար ապահով երկիր է, սակայն այդ հանգամանքը ինքնին բավարար չէ։ Ջուրը ազգային հարստություն է, և դրա պահպանությունն ու խելամիտ օգտագործումը պահանջում են առավել հետևողական քաղաքականություն, տեխնոլոգիական արդիականացում և կառավարման բարձր պատասխանատվություն։ Կլիմայական փոփոխությունների, տեղումների ռեժիմի փոփոխության և ջրային պահանջարկի աճի պայմաններում յուրաքանչյուր կորուստ, յուրաքանչյուր անարդյունավետ օգտագործում վերածվում է ոչ միայն տնտեսական, այլև ռազմավարական խնդրի։

Այս հոբելյանը պետք է ընկալվի ոչ այնքան որպես ձեռքբերումների ամփոփում, որքան՝ զգաստացնող պահ։ Այն մեզ հիշեցնում է, որ ոլորտում դեռևս մեծ աշխատանք կա անելու։ Անհրաժեշտ է խորքային գնահատել առկա թերություններն ու բացերը, վերանայել գործիքակազմը, վերաիմաստավորել կառավարման մոտեցումները և որդեգրել առավել արդյունավետ լուծումներ։ Ջրային կոմիտեի դերակատարությունը պետք է շարունակաբար հզորանա՝ հենվելով մասնագիտական ներուժի, հաշվետվողականության և երկարաժամկետ ռազմավարական մտածողության վրա։

Միաժամանակ պետք է հստակ ընդգծել, որ ջրի կառավարման հարցը չի սահմանափակվում մեկ կառույցի լիազորություններով։ Շատ բան կախված է պետական մարմինների համակարգված աշխատանքից, համայնքային կառավարման արդյունավետությունից, ինչպես նաև յուրաքանչյուր քաղաքացու վերաբերմունքից։ Ջրի օգտագործման մշակույթի ձևավորումը, խնայողության և անհատական պատասխանատվության գիտակցումը պետք է դառնան հասարակական վարքագծի մաս։ Ջուրը պետք է դիտարկվի ոչ թե որպես անսպառ ռեսուրս, այլ որպես պահպանման ենթակա ազգային արժեք։

Վստահ եմ, որ համատեղ և հետևողական աշխատանքի շնորհիվ հնարավոր է նվազեցնել կորուստները, բարձրացնել համակարգերի արդյունավետությունը և ձևավորել ջրային կառավարման այնպիսի մոդել, որը կհամապատասխանի Հայաստանի զարգացման երկարաժամկետ նպատակներին։

Այս 25 տարիները թող լինեն ոչ միայն անցած ճանապարհի հիշեցում, այլև հստակ հանձնառություն՝ առավել պատասխանատու, արդյունավետ և հեռատես աշխատանքի համար»:
