«Փաստ» օրաթերթը գրում է.

Խ. Աբովյանի անվան հայկական պետական մանկավարժական համալսարանի ռեկտոր Ռուբեն Միրզախանյանի կարծիքով «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» ՀՀ օրենքի նախագծով առաջարկվող ուսանողների տարկետման իրավունքի շուրջ առաջացած աղմուկն ավելի բարդ և խորը խնդիր է, քան առաջին հայացքից կարելի է նկատել: Եվ չնայած միտինգավորների մեջ իրենց բուհից որևէ ուսանող չկա և հորիզոններն այնտեղ բավականին խաղաղ են, բայց այնուամենայնիվ հարցը մանկավարժականի ռեկտորին էլ է շատ անհանգստացնում:

«Այն, որ գոյություն ունեցող տարկետման իրավունքն իր մեջ անարդարության տարր է պարունակում, ակնհայտ է, բայց մյուս կողմից, իհարկե, կան մասնագիտություններ, որոնց պարագայում պետք է որոշակի այլընտրանքային տարբերակներ գտնվեն, որպեսզի զինվորական ծառայությունը կամ հետաձգվի, կամ ալտերնատիվ ձևով փոխարինվի: Եվ նոր օրենքը ալտերնատիվի հնարավորություն ընձեռում է»,– ասաց Ռ. Միրզախանյանը:

Իսկ թե նոր օրենքը որքանո՞վ կօգնի անարդարության մթնոլորտը վերացնել, ըստ Միրզախանյանի՝ ցույց կտա ժամանակը: Նոր օրենքները գործածության մեջ մտնելուց հետո է երևում, թե կան այնտեղ սողանցքներ, թե՝ ոչ: Հարցին, որ եթե ԱԺ պատգամավոր լիներ, ապա օրենքի նախագծին կողմ, թե՝ դեմ կքվեարկեր՝ պատասանեց.

«Ես իմ ամբողջ կյանքում «եթե»–ներով չեմ առաջնորդվել»:

Նա, որպես բուհի ռեկտոր և դասախոս, այն կարծիքին է, որ ուսանողը պետք է դասի գնա, իսկ իր անհամաձայնությունն այս կամ այն հարցի վերաբերյալ բարձրաձայնելու համար պետք է ոչ թե դասադուլ անի, այլ շատ այլ ձևերից օգտվի:

«Այդ ձևերից մեկը նաև մամուլն է, որը դուք ներկայացնում եք, բայց դասադուլը ոչ միայն լավ, այլ խնդիրները ներկայացնելու և լուծումներ գտնելու ճիշտ ձևը չի: Ուսանողը նախևառաջ կոչված է սովորելու: Այնպես որ իմ հորդորն ուսանողներին այն է, որ վերադառնան լսարաններ»,– ասաց Մանկավարժական համալսարանի ռեկտորը:
