Խոշոր հարկատուների առանցքային դերը ՀՀ պետական բյուջեում

Խոշոր հարկատուները Հայաստանի պետական բյուջեի կայունության կարևորագույն հենասյուներից են։ Նրանց վճարած հարկերն ու մաքսային վճարները կազմում են բյուջետային եկամուտների զգալի մասը՝ հնարավորություն տալով պետությանը ֆինանսավորել սոցիալական, պաշտպանական, կրթական, առողջապահական և ենթակառուցվածքային ծրագրերը։

Պաշտոնական տվյալների համաձայն՝ ՀՀ խոշոր հարկատուների առաջին հազար ընկերությունները տարեկան ապահովում են պետական բյուջեի հարկային մուտքերի ավելի քան կեսը։ Միայն առաջատար հարյուր խոշոր հարկատուների բաժինը կազմում է վճարված հարկերի շուրջ 45–50 տոկոսը։ Սա փաստում է, որ տնտեսության խոշոր խաղացողների գործունեությունը անմիջական ազդեցություն ունի պետական ֆինանսական համակարգի վրա։

Խոշոր հարկատուները ներկայացված են տնտեսության տարբեր ոլորտներում՝ հանքարդյունաբերություն, էներգետիկա, հեռահաղորդակցություն, բանկային համակարգ և առևտուր, ինչը նվազեցնում է բյուջեի կախվածությունը մեկ ոլորտից և ապահովում եկամուտների համեմատաբար հավասարակշռված կառուցվածք։

ԶՊՄԿ-ը՝ խոշոր հարկատուների շարքում

Հայաստանի խոշոր հարկատուների շարքում տարիներ շարունակ առաջատար դիրք է զբաղեցնում Զանգեզուրի պղնձամոլիբդենային կոմբինատը։ Սյունիքի մարզում գործող ընկերությունը երկրի խոշորագույն արդյունաբերական ձեռնարկություններից է և կարևոր դեր ունի ինչպես արտահանման, այնպես էլ բյուջետային մուտքերի ապահովման գործում։

Վերջին տարիներին ԶՊՄԿ-ն պետական բյուջե է փոխանցել տասնյակ միլիարդ դրամների չափով հարկեր, ընդգրկելով ինչպես ուղղակի հարկերը, այնպես էլ բնապահպանական և այլ վճարներ։ Միևնույն ժամանակ, կոմբինատը հազարավոր աշխատատեղեր է ապահովում և էական ազդեցություն ունի տարածաշրջանի սոցիալ-տնտեսական զարգացման վրա։

Ընդհանուր առմամբ, ԶՊՄԿ-ի օրինակն ընդգծում է խոշոր հարկատուների դերը ոչ միայն որպես բյուջեի խոշոր համալրողներ, այլ նաև որպես տնտեսական կայունության ու զարգացման առանցքային գործոններ Հայաստանում։
