Ակնկալում ենք երիտասարդների և նրանց ընտանիքների մասնակցությունը. Հրայր Կամենդատյան

Անվճար Բուհ֊ական ուսում։ Սոցիալական ծրագիր 3/87։

Սա բավականին արդիական և բազմաշերտ հարց է, որն ունի թե՛ ուժեղ փաստարկներ, թե՛ լուրջ մարտահրավերներ։ Հայաստանի համատեքստում այս թեման հաճախ է քննարկվում՝ հաշվի առնելով սոցիալական արդարությունը և երկրի տնտեսական զարգացման տեսլականը։

Ահա խնդրի հիմնական կողմերը.

Ինչո՞ւ պետք է լինի անվճար (Կողմ)
* Հավասար հնարավորություններ: Կրթությունը չպետք է լինի արտոնություն միայն նրանց համար, ովքեր կարող են վճարել։ Անվճար համակարգը թույլ է տալիս տաղանդավոր երիտասարդներին՝ անկախ ընտանիքի սոցիալական վիճակից, իրացնել իրենց ներուժը։

* Մարդկային կապիտալի զարգացում: Հայաստանի նման փոքր երկրի համար գլխավոր ռեսուրսը մարդն է։ Որքան բարձր է կրթվածության մակարդակը, այնքան բարձր է տնտեսական աճի և նորարարությունների հավանականությունը։

* Արտագաղթի կանխում: Երբեմն ուսանողները մեկնում են արտերկիր սովորելու (և հաճախ չեն վերադառնում), քանի որ այնտեղ գտնում են կրթաթոշակային ավելի շահավետ ծրագրեր։
Որոնք են հիմնական խոչընդոտները (Դեմ)

* Բյուջետային բեռ: Լիովին անվճար կրթությունը պահանջում է պետական հսկայական ծախսեր։ Հարց է առաջանում՝ արդյո՞ք պետությունն ունի բավարար միջոցներ որակյալ կրթություն ապահովելու համար, թե՞ դա կբերի բուհերի տեխնիկական և կադրային անկման։

* Որակի անկման ռիսկ: Երբ կրթությունն ամբողջությամբ անվճար է, երբեմն նվազում է թե՛ ուսանողի պատասխանատվությունը, թե՛ բուհերի միջև մրցակցությունը՝ ծառայությունների որակը բարելավելու հարցում։

* Շուկայի անհամապատասխանություն: Անվճար համակարգի դեպքում մարդիկ կարող են դիմել մասնագիտությունների, որոնք աշխատաշուկայում պահանջված չեն, ինչը կհանգեցնի «դիպլոմավորված գործազուրկների» թվի աճին։

Ցանկացած ռեֆորմ ունի իր գինը։ Մեր առաջարկի գինը մոտ 30 մլրդ դրամ է, որը ներկա Հայաստանի համար մեծ գումար չէ։ Բացի դրանից կան այլ ֆինանսական լուծումներ ևս ։

* Երկարաժամկետ արտոնյալ վարկեր: Ուսանողը սովորում է վարկով, որը սկսում է մարել միայն աշխատանքի անցնելուց հետո (ինչպես սկանդինավյան երկրներում կամ ԱՄՆ-ում)։

* Կրթություն՝ ծառայության դիմաց: Պետությունը վճարում է ուսման համար, իսկ շրջանավարտը պարտավորվում է մի քանի տարի աշխատել պետական համակարգում կամ մարզերում։
