Պարգևավճար ստացող պետական պաշտոնյան պարտավոր է պարգևի տաս տոկոսը ծախսել վերապատրաստման վրա. Հրայր Կամենդատյան

Քչերը գիտեն, որ պարգևավճար ստացող պետական պաշտոնյան պարտավոր է պարգևի տաս տոկոսը ծախսել վերապատրաստման վրա։

ՊԱՐԳԵՎԱՎՃԱՐԻ «ՄՈՒԹ» ՇՐՋԱՓՈՒԼԸ. ԻՆՉՊԵ՞Ս Է ՀԱՅ ՀԱՐԿԱՏՈՒՆ ՖԻՆԱՆՍԱՎՈՐՈՒՄ ՕՏԱՐԻ «ՓԱՓՈՒԿ ՈՒԺԸ»

Մենք սովոր ենք լսել պարգևավճարների սկանդալների մասին, բայց կա մի շերտ, որի մասին լռում են։ Սա պարզապես փող բաժանել չէ, սա պետական միջոցներով սեփական բյուրոկրատիայի «վերադաստիարակումն» է՝ օտարի օրակարգով։

Ինքնաբավ շրջապտույտի մեխանիզմը.

1.Ճնշում փոքր բիզնեսի վրա. Կառավարությունը խստացնում է հարկային օրենսդրությունը, բարձրացնում շրջանառության հարկը և տուգանքները։ Հայ աշխատավորն ու գործարարը քրտինքով լցնում են բյուջեն։

2. Պարգևավճարների տեղատարափ. Այդ հարկերից գոյացած միջոցները գնում են պաշտոնյաների բարձր պարգևավճարներին։

3. «Կրթական» տուրքը. Նոր կանոնակարգով պաշտոնյան պարտավոր է իր պարգևավճարի 10%-ը ծախսել վերապատրաստման վրա։

4. Ուղղորդված ֆինանսավորում. Ո՞ւր է գնում այդ 10%-ը։ Ոչ թե պետական բուհեր կամ տեղական հետազոտական կենտրոններ, այլ արևմտյան դոնորների կողմից ֆինանսավորվող կամ նրանց հետ փոխկապակցված հաստատություններ (ՀԱՀ, USAID-ի և ԵՄ-ի կողմից հովանավորվող ՀԿ-ներ)։

5. Ի՞նչ են սովորեցնում մեր պաշտոնյաներին մեր իսկ փողերով։
Այս կենտրոններում մատուցվող «հանրային քաղաքականությունը» և «ռազմավարական կառավարումը» հիմնված են բացառապես եվրոատլանտյան մոդելների վրա։

6. Արդյունքը. Պաշտոնյան սովորում է, թե ինչպես Հայաստանի պետական համակարգը դարձնի ավելի «հարմար» օտարերկրյա շահերի համար։

7. Հեգնանքը. Մենք վճարում ենք այն բանի համար, որ մեր պաշտոնյաներին սովորեցնեն, թե ինչպես մեզ ավելի «արդյունավետ» հարկեն՝ ըստ արևմտյան ստանդարտների։

Սա «փափուկ ուժի» թակարդ է
Սովորաբար «փափուկ ուժը» ֆինանսավորվում է դրամաշնորհներով (grant)։ Սակայն այստեղ ստեղծվել է մի աննախադեպ վիճակ. հայ բյուրոկրատիայի արևմտականացումը ֆինանսավորվում է հայ հարկատուի գրպանից։

Սա ինքնիշխանության կորուստ է «կրթական» փաթեթավորմամբ։ Մինչ թոշակառուն սպասում է իր 10% հետվճարին, պաշտոնյան իր 10% բոնուսը տանում է օտարի համալսարան՝ սովորելու, թե ինչպես ավելի անդեմ դարձնի մեր պետությունը։

ՄԵՐ ՀԱՐՑԱԴՐՈՒՄԸ.


1. Ինչո՞ւ պետական միջոցները չեն ուղղվում տեղական գիտական կենտրոնների հզորացմանը։

2. Ինչո՞ւ է պաշտոնյան օրենքով ուղղորդվում դեպի մասնավոր, օտարերկրյա կրթական օջախներ։

3. Ե՞րբ է հայ հարկատուի փողը ծառայելու բացառապես Հայաստանի ազգային շահերին։

Մենք չենք ուզում լինել օտարի «կրթական փորձադաշտը» մեր իսկ հաշվին։
