Ստրատեգիական խնդիրների լուծումը և պոպուլիզմը․ Վահե Հովհաննիսյան

Վահե Հովհաննիսյանը ֆեյսբուքյան իր էջում գրել է․
 
ԱԺ-ում բանակի հետ կապված թեմայի քննարկումը, տեսակետների տարբերությունից և նույնիսկ բևեռացվածությունից անկախ, ի վերջո հանգում է երկու կարևոր ստրատեգիական խնդրի. կրթված երիտասարդներին Հայաստանում պահելու խնդրին և բանակի ռեֆորմացիային։
 
Այս երկուսը Հայաստանի հաջորդ իշխանությունների երկար տարիների խորքային խնդիրներից են լինելու, և դրանց լուծումը պայմանավորելու է երկրի առաջընթացը։
 
Լավագույն կրթություն ստացածները
 
Ասում են՝ աշխարհի հիսուն լավագույն բուհերն ավարտածներին ինչ-որ պայմաններ առաջարկենք, որ վերադառնան։ Խնդիրն այն է, որ ոչ միայն առաջին 50, այլև՝ 150 բուհերն ավարտածները չեն շտապում Հայաստան։ Ոչ թե այն պատճառով, որ հայրենասեր չեն, երկիրը չեն սիրում, երազում են օտար հողերում ապրել, այլ՝ որ Հայաստանը չունի նրանց ընդունելու պոտենցիալ։ Պետությունը նրանց առաջարկելու բան չունի։
 
Սա հին խնդիր է։ «Լույս» հիմնադրամի (որն անկախ Հայաստանի լավագույն ստրատեգիական նախագծերից մեկն է) մեկնարկից ի վեր այս խնդիրն ակնառու է։
 
Դրսում լավ կրթություն ստանալուց հետո Հայաստանը նրանց չի առաջարկում ստացած կրթությանը համապատասխան աշխատանք։ Այդ աշխատանքն ու աշխատավայրերը ոլորտների ճնշող մեծամասնության պարագայում պարզապես չկան։ Այս պրոբլեմի լուծումը օրենքների, խրախուսումների, պատիժների մեջ չէ, այլ՝ երկրի պոտենցիալի բարձրացման։ Ի տարբերություն Վրաստանի և Ադրբեջանի՝ Հայաստանում միջազգային խոշոր կորպորացիաները և տեխնոլոգիական առաջատար ուղղությունները բավարար չափով ներկայացված չեն։ Հայաստանի պոտենցիալն այնքան փոքր է, որ աշխարհի բուհերի լավագույն տասնյակում ընդգրկված բուհի ուսանողի համար այստեղ նույնիսկ ուսումնական ստաժ (ինտերնշիփ) անցնելը լուրջ խնդիր է։
 
Լուրջ խնդիր է կրթված երիտասարդների ներգրավումը հանրային, քաղաքական, համայնքային կյանքին։ Ո՞ր համայնքի ավագանու ընտրություններում Հարվարդ ավարտածն ավելի շատ ձայն կհավաքի, քան՝ տեղի կիսագրագետ ազդեցիկը։
 
Բոլոր ոլորտներում նույն վիճակն է։ Պետությունը նախ պետք է ձևակերպի իր ստրատեգիական պահանջարկը՝ լավ կրթության, հետո ապահովի այդ պահանջարկը տնտեսական պոտենցիալով։
 
Սա ստրատեգիական խնդիր է՝ տարբեր բարդ, բայց երևացող լուծումներով։
 
Բանակի ռեֆորմացիա
 
Ակնհայտ է, որ բանակի նախապատերազմյան մոդելն այսօրվա Հայաստանի համար իմաստ չունի, հնարավորությունն էլ այլևս չկա։ Նույնքան ակնհայտ է, որ այս հարցում նախընտրական պոպուլիզմը չպետք է տեղ ունենա։ Ծառայության ժամկետն իջեցնել 1.5 տարվա՝ ձայն ստանալու համար, նշանակում է, որ ցանկացած ընդդիմադիր ուժ իրավունք ունի պահանջելու 1 տարի, կես տարի և այսպես շարունակ։ Հարցը ժամկետները չեն, ամիսները չեն, այլ՝ իմաստը, դրված խնդիրը և դրան հասնելու քայլերը։
 
Բանակի ռեֆորմացիան ստրատեգիական խնդիր է, որը պետք է պատասխանի մի խումբ բարդ հարցերի և պետք է հաշվի առնի թե´ ռիսկերը, թե´ տեխնոլոգիական վերազինման ահռելի հնարավորությունն ու սուր պահանջը։
