ԱՄՆ-ն Փարիզում կայացած հանդիպումից հետո չի ստորագրել վերջնական հռչակագիրը․ Politico

Եվրոպան և Միացյալ Նահանգները Փարիզում միասնական ճակատով աջակցել են Ուկրաինային՝ ողջունելով ամերիկյան աջակցությամբ անվտանգության երաշխիքները և ուրվագծելով Կիևին երկարաժամկետ աջակցության մանրամասն ծրագիրը, ներառյալ հրադադարից հետո բրիտանական և ֆրանսիական զորքերի տեղակայումը, հաղորդում է Politico-ն։

Որպես աջակցության ակնառու դրսևորում՝ ԱՄՆ դեսպան Սթիվ Ուիթքոֆը և Դոնալդ Թրամփի փեսան՝ Ջարեդ Քուշները, բարձր են գնահատել Եվրոպայի աշխատանքը պլանի մշակման գործում, որը անվտանգության երաշխիքներ կապահովեր Ռուսաստանի հետ ընթացող խաղաղ բանակցություններում։

«Մենք հիմնականում ավարտել ենք անվտանգության արձանագրությունների մշակումը», - երեքշաբթի օրը Ելիսեյան պալատում, կանգնած Ֆրանսիայի, Գերմանիայի, Մեծ Բրիտանիայի և Ուկրաինայի առաջնորդների կողքին, ասել է Ուիթքոֆը։ — «Սա կարևոր է նրա համար, որ երբ այս պատերազմն ավարտվի, այն ավարտվի ընդմիշտ»։

ԱՄՆ հատուկ բանագնացը նաև գովեստի խոսքեր է ուղղել Ուկրաինայի նախագահ Վլադիմիր Զելենսկուն և նրա «ակնառու թիմին»։

Եվրոպացիները, ամերիկացիները և ուկրաինացիները պայմանավորվել են Ուկրաինայի համար «հուսալի» անվտանգության երաշխիքների շուրջ, հայտարարել է Ֆրանսիայի նախագահ Էմանուել Մակրոնը։ Այս երաշխիքները ներառում են ԱՄՆ-ի գլխավորությամբ հրադադարի ռեժիմի մոնիթորինգ և բազմազգ ուժերի տեղակայում Ուկրաինայում՝ Ռուսաստանի հետ խաղաղության համաձայնագրի կնքման դեպքում։ Այս մասին ասված է այսպես կոչված «Ցանկացողների կոալիցիայի» (Ուկրաինայի դաշնակիցների առանձին խումբ, որի մեջ չի մտնում Վաշինգտոնը) հրապարակած համատեղ հայտարարության մեջ։ «Անվտանգության երաշխիքներն առանցքային են նրա համար, որ խաղաղության համաձայնագիրը երբեք չնշանակի Ուկրաինայի կապիտուլյացիա և որ խաղաղության համաձայնագիրը երբեք նոր սպառնալիք չդառնա Ուկրաինայի համար», - ասել է Մակրոնը։

Միևնույն ժամանակ, լրատվամիջոցներն ընդգծում են, որ Փարիզում արված լավատեսական հայտարարությունները չեն փարատի կասկածները՝ կապված Ուկրաինային և եվրոպական մայրցամաքին աջակցելու հարցում ԱՄՆ-ի հանձնառության հետ։

Թեև ի սկզբանե հույս կար, որ Վաշինգտոնը կընդունի անվտանգության երաշխիքների մասին համատեղ հայտարարությունը, վերջնական հռչակագիրը, ի վերջո, ստորագրվեց միայն «Ցանկացողների կոալիցիայի» կողմից։ Ուկրաինայում բազմազգ ուժերին ամերիկյան մասնակցության մանրամասները հեռացվել եմ նախագծի ավելի վաղ տարբերակից, որին ծանոթացել էր Politico-ն։

Այս տարբերակով նախատեսվում էր, որ ԱՄՆ-ն պարտավորվում է «աջակցել ուժերին հարձակման դեպքում» և օգնություն ցուցաբերել հետախուզության ու նյութատեխնիկական ապահովման հարցերում:

Առաջնորդները նաև չէին ցանկանում, որ ԱՄՆ պարտավորությունները կասկածի տակ դրվեն ԱՄՆ ուժերի կողմից Վենեսուելայի նախագահ Նիկոլաս Մադուրոյի գերեվարումից և Գրենլանդիան բռնագրավելու նախագահ Դոնալդ Թրամփի սպառնալիքից հետո։

Ուիթքոֆը հրաժարվել է մեկնաբանել Գրենլանդիայի իրավիճակը՝ փոխարենն իր ուշադրությունը կենտրոնացնելով Կիևի վրա և պնդելով, որ Թրամփը «վճռականորեն աջակցում է անվտանգության արձանագրություններին»:
