Մեր երկրին պետք է քաղաքի` քայլ առ քայլ զարգացման պլան, որպեսզի մենք քսանմեկերորդ դարի քաղաք ունենանք․ Նարեկ Կարապետյան

«Երևանին պետք է զարգացման ծրագիր։ Երբ մենք գնում ենք տարածաշրջանի մյուս քաղաքներ, տեսնում ենք, որ իրենք առաջ են անցել։ Ես Շիրակացու Ճեմարանում եմ սովորել, և ամեն օր Մասիվ եկել եմ դասի։ Ասեմ տարբերությունը. տարբերությունը մեծ չէ այսօրվա և տասնհինգ տարի առաջվա Մասիվի միջև։ Չկա զարգացման ծրագիր, քաղաքի զարգացման պլան չկա։ Մեր երկրին պետք է քաղաքի` քայլ առ քայլ զարգացման պլան, որպեսզի մենք քսանմեկերորդ դարի քաղաք ունենանք»,- այս մասին ասել է «Մեր ձևով» ժողովրդական շարժման համակարգող Նարեկ Կարապետյանը ՝ Նոր Նորքում շարժման գրասենյակների բացմանը։

Նարեկ Կարապետյանը խոսել է Երևան քաղաքի առօրյա խնդիրների և երկարաժամկետ մարտահրավերների մասին և նշել, որ փոփոխությունների համար պետք է մարդ, ով խելոք աշխատում է, ով ամեն օր աշխատում է՝ քայլ առաջ գնալու համար։

«Եվ մենք բոլորով պետք է դրան հասնենք։ Ո’չ իմ ու քո չանենք, ո’չ ասենք՝ դու քպ-ական ես, դու հանրապետական ես, կամ դու ոչ մի կուսակցության մասնակից չես։ Եթե մարդ ունի լավ աշխատանքային փորձ, կարողանում է լավ աշխատել, նա մեր թիմի անդամ է» ։

Անդրադառնալով օրեր առաջ շարժման տարեկան ամփոփիչ հաշվետու ժողովի ժամանակ իր կողմից արված հայտարարությանը՝ Նարեկ Կարապետյանը նշել է. «Մեր երկրին պետք է նոր ղեկավարի անուն, մեր երկրին պետք է հինգերորդ ղեկավարի անուն, քանի որ եթե մեր նախորդ ղեկավարներից որևէ մեկը լինի ղեկին, մեր հասարակության մի մասը նրան չի ընդունի։ Բոլոր ղեկավարներից յուրաքանչյուրին մեր հասարակության մի մասը չի ընդունում։ Դրանից հետո բոլոր կողմերից՝ թե ներկայիս իշխանության, թե առաջին, երկրորդ, երրորդ նախագահների կողմից եղան կարծիքներ, որ այդպես չէ։ Ի՞նչ եք կարծում, մեր երկրին պետք է հինգերորդ՝ նոր ղեկավար, թե մենք պետք է մնանք նույն ազգանունների շարքում։

Օտար երկրները այսպիսի հարց են լուծել։ Օրինակ՝ ԱՄՆ իշխանությունները չեն թողնում՝ մարդը երկու անգամից ավել իշխանության մնա։ Դրա հիմնական նպատակն այն է, որ ժողովրդի մի մասն արդեն հակասություն է զգում այդ անձի նկատմամբ և ամեն օր պաշտոնավարում ավելի է խորացնելու այդ հակասությունը։ Դրա համար երկրորդ ժամկետից հետո չեն գնում առաջ։ Մեր երկրի այսօրվա վարչապետը գնում է երրորդ ժամկետի, ու մեր երկրի սահմանադրությունն այնպես է սարքած, որ կարող է չորրորդ էլ մնալ, հինգերորդն էլ մնալ… անսահմանափակ ժամանակ։ Եթե մենք մեզ նեղություն չտանք ու չսկսենք աշխատել դրա դեմ, որովհետև եթե դեմը չառանք, ամեն տարի ավելի խիստ է դառնալու, ավելի շատ է ոստիկանական ուժերի միջոցով ժողովրդին ճնշելու, որ փորձի մնալ իշխանության։ Պետք է դեմը առնել, որպեսզի ամեն իշխանություն ունենա իր ժամկետը, կատարի իր գործի մաքսիմումը և հեռանա»։
