Հայաստանն ու Ադրբեջանը համատեղ ցանկանում են դուրս մղել Ռուսաստանին

Հայաստանն ու Ադրբեջանը համատեղ ուժերով ցանկանում են Ռուսաստանին դուրս մղել տարածաշրջանից։ Տակավին օրեր առաջ Փաշինյանը Սանկտ Պետերբուրգում Ռուսաստանի նախագահ Վլադիմիր Պուտինի հետ հանդիպմանը քննարկել էր Հարավկովկասյան երկաթուղու հարցը՝ բացահայտ հայտարարելով, թե «Թրամփի ուղու» նախագծում բազմաթիվ նյուանսներ կան, որոնք առնչվում են հայ-ռուսական հարաբերություններին՝ ակնարկելով հենց երկաթուղու հետ կապված Ռուսաստանի կողմից հնարավոր ներդրումները։

Ադրբեջանի արտգործնախարար Ջեյհուն Բայրամովը երեկ տարեկան ամփոփիչ ասուլիս է տվել՝ հայտարարելով, թե պաշտոնական Երևանը Բաքվին հայտնել է, որ TRIPP-ով անցնող երկաթուղու հատվածը չի վերաբերում Ռուսաստանին։ «Հնարավոր է՝ Հայաստանը, ստանձնելով TRIPP-ի մասով պարտավորությունները, նաև հաշվի է առել երկաթուղու մասը»,- ասել է Բայրամովը՝ նշելով, որ երկաթուղու կառավարման պայմանագիրը Հայաստանի և Ռուսաստանի միջև գործում է մինչև 2038 թվականը։ Սակայն, ըստ նրա, հայկական կողմը Բաքվին բացատրել է իր դիրքորոշումը, ըստ այդմ՝ Սյունիքում կառուցվելիք երկաթուղու հատվածը Ռուսաստանին չի վերաբերում, քանի որ կոնցեսիոն պայմանագրի կնքման պահին այդ երկաթուղին պարզապես գոյություն չուներ։ «Հետևաբար հնարավոր չէ պայմանագրում ներառել այն, ինչ պարզապես չկա»։

Դիվանագիտական լեզվից թարգմանած՝ Բայրամովի այս հայտարարությունները նշանակում են, որ Ադրբեջանը չի ցանկանում, որպեսզի Ռուսաստանը վերահսկի երկաթուղու 42 կմ-անոց հատվածը։ Այս օրերին չափազանց ակտիվացել են Հայաստանի հաստիքային արևմտամետներն ու իշխանության քարոզիչները, որոնք անընդհատ բարձրացնում են «Հարավկովկասյան երկաթուղու» խլման հարցը՝ պնդելով, թե գործող իշխանությունները ունեն բոլոր իրավունքները խզելու կոնցեսիոն պայմանագիրը ռուսական կողմի հետ։

Կոնցեսիոն պայմանագրով 2028 թ․-ին Հայաստանը կարող է միակողմանի խզում իրականացնել, սակայն հաշվի առնելով, որ TRIPP-ի հատվածում երկաթուղին պետք է շուտափույթ կառուցվի, չի բացառվում, որ դա տեղի ունենա շատ ավելի շուտ։ Ըստ ամենայնի, ՀՀ իշխանությունները կսպասեն մինչև խորհրդարանական ընտրությունները, որից հետո արդեն կանցնեն ավելի արմատական քայլերի։
