Ծաղր սեփական ժողովրդի հանդեպ. ինչպե՞ս որակազրկեցին զեկույցը

44-օրյա պատերազմի հանգամանքները քննող հանձնաժողովի զեկույցի շուրջ զարգացումներն անտաղանդ կատակերգություն են հիշեցնում։ Պաշտպանության նախկին նախարար Դավիթ Տոնոյանը հայտնում է, որ դիմել է ԱԺ՝ 44-օրյա պատերազմի հանգամանքների ուսումնասիրման նպատակով ստեղծված քննիչ հանձնաժողովին՝ «իր մասնակցությամբ նիստերի արձանագրություններին և հանձնաժողովի զեկույցին ծանոթանալու ու դրանց վերաբերյալ պարզաբանումներ տալու, ինչպես նաև դրանցում փոփոխություններ կատարելու պահանջ ներկայացնելու ու իր դիրքորոշումն ամբողջությամբ հիմնավորելու նպատակով»։

«ԱԺ աշխատակազմի ղեկավար-գլխավոր քարտուղարի պատասխանով ինձ փաստացի հայտնվել է, որ քննիչ հանձնաժողովի՝ ԱԺ նախագահին ուղարկված զեկույցը ԱԺ կանոնակարգ օրենքի 25-րդ հոդվածով նախատեսված զեկույցի իրավական կարգավիճակ չունի (սույն հոդվածը սահմանում է, թե ինչ է Քննիչ հանձնաժողովի զեկույցը՝ խմբ.), հետևաբար՝ իմ մասնակցությամբ տեղի ունեցած նիստերի արձանագրություններին և հանձնաժողովի զեկույցին ծանոթանալու մասին իմ խնդրանքի կապակցությամբ կիրառելի չեն նույն օրենքի 22-րդ հոդվածի 2-րդ մասի 1-ին և 2-րդ կետերը (սահմանված են քննիչ հանձնաժողով հրավիրված անձանց իրավունքները և պարտականությունները)»,– հայտնել է Տոնոյանը։

Նախկին նախարարը, խորհրդակցելով իր փաստաբանական թիմի հետ, նոյեմբերի 24-ին դարձյալ նույն խնդրանքով դիմել է ԱԺ-ին։ Զեկույցը, հիշեցնենք, ԱԺ նախագահի որոշմամբ ոչ թե հրապարակվել, այլ ուղարկվել էր արխիվ։ Փաստացի ապացուցվել էր, որ քննիչ հանձնաժողովի նախագահ Անդրանիկ Քոչարյանը խախտել է օրենքով սահմանված բոլոր ժամկետները։

Այժմ էլ ԱԺ-ն պաշտոնապես հաղորդում է, որ զեկույցը համապատասխան իրավական կարգավիճակ չունի։ Սա ոչ այլ ինչ է, քան ծաղր սեփական ժողովրդի հանդեպ, երբ մի քանի տարի կեղծ քարոզչություն իրականացնելով՝ ի վերջո որակազրկում են ԱԺ ինստիտուտը, օրենքով ստեղծված քննիչ հանձնաժողովն ու մեր պարտության հանգամանքները պարզելուն միտված փաստաթուղթը։
