Ի՞նչ է սպասվում լիցենզիայից զրկված ՀԷՑ-ին

Երեք օր տևած բուռն քննարկումներից հետո Հանրային ծառայությունները կարգավորող հանձնաժողովը որոշում կայացրեց «Հայաստանի էլեկտրական ցանցերին» զրկել լիցենզիայից։ Ընդ որում, հանձնաժողովը հարկ չի համարել անգամ պահել օրենքի տառը և որոշում կայացնելուց առաջ խորհրդակցությունների սենյակ գնալ, այլ հենց տեղում է քվեարկությունը իրականացրել։ Եվ նախագիծն ընդունվել է 4 կողմ, 1 դեմ ձայների հարաբերակցությամբ, դեմ է քվեարկել միայն ընդդիմության կողմից առաջարկված անդամը՝ դաշնակցական Արա Նռանյանը, ով իր խոսքում նշել է, թե ՀԷՑ-ի դեմ նման գործողությունների պարագայում Հայաստանը լրջագույն խնդիրների է բախվելու։

Ափալ-թափալ իրականացնելով քվեարկությունը՝ հանձնաժողովը վերջին պահին հնարավորություն է տվել գործող իշխանություններին, պահպանել օրենքի ֆորմալ տառը և սկսել ՀԷՑ-ի պետականացման գործընթացի վերջին փուլը։ Ամռանը ընդունված օրենսդրական փոփոխությունների համաձայն՝ առաջիկա 3 ամիսներին կառավարությունն ու Կարապետյանները կարող են բանակցելու՝ պայմանավորվել ընկերության վաճառքի վերաբերյալ, եթե համաձայնության չգան, գործադիրը կգնա հանրային գերակա շահ ճանաչելու ճանապարհով, որն առանց փոխհատուցման անհնար է իրականացնել։

Ըստ Ժամանակավոր կառավարիչ Ռոմանոս Պետրոսյանի, ընկերությունը պետք է իր մասնաբաժինը մասնակիցների որոշմամբ, համաձայնեցված կարգով կարգավորող մարմնի հետ օտարվի։ Երեք ամսվա ընթացքում եթե չի օտարվում, համաձայնություն տեղի չի ունենում, բանակցություններն արդյունք չեն տալիս, ապա Սահմանադրության 60-րդ հոդվածով հանրային գերակա շահի կարգավորումներով է գործընթացն առաջ գնում։ Թե ինչ գործընթացներ կզարգանան, առայժմ ասել չեն կարող։

Փոխարենը իշխանությունը նաև ամեն գնով կալանքի տակ է պահում «Հայաստանի էլեկտրական ցանցերի» սեփականատեր Սամվել Կարապետյանին, փորձելով նաև այս կերպ ազդել վերջինիս վրա, պարտադրել իրականացնել իրենց ցանկալի գործընթացը, իսկ ՀԷՑ-ի շուրջ իրականացվող գործողությունները վկայում են, որ խայտառակ զարգացումները դեռ նոր նոր են սպասվում, Հայաստանին լուրջ խնդիրներ են սպասվում առաջիկայում, այդ թվում՝ տնտեսական և քաղաքական առումով։
