Քննարկվում է «Թրամփի ուղու» կառուցապատման իրավունքի 2 սցենար՝ 99 և 49 տարվա սցենարը. Փաշինյան

Տարածքի ռելիեֆային պայմանները խիստ սահմանափակ են նույնիսկ երկաթուղու համար, և այստեղ բոլոր ենթակառուցվածքների իրականացումը տեխնիկատնտեսական տեսանկյունից անհնար է։ Այդ պատճառով գազամուղները, նավթամուղները, էլեկտրահաղորդման գծերը և այլ ենթակառուցվածքներ կարող են անցնել Հայաստանի Հանրապետության ցանկացած այլ տարածքով, որտեղ դա կլինի առավել արդյունավետ և կիրառելի։ Այս մասին «Խաղաղության խաչմերուկ. զարգացնելով տարածաշրջանային հաղորդակցությունները» համաժողովի ընթացքում հայտարարել է վարչապետ Նիկոլ Փաշինյանը:

«Քննարկվող ներքին թեմաներից մեկը վերաբերում է հողի շերտերի և դրանց իրավական կարգավիճակին։ Ընդդիմադիր շրջանակներում հնչում են հարցադրումներ այն մասին, թե արդյոք որևէ պետական ինստիտուտ կունենա սահմանափակումներ այդ տարածքներում։ Պատասխանը միանշանակ է՝ ոչ»,- նշել է նա:

«Չնայած գոյություն ունեն խորհրդային ժամանակների քարտեզները, սահմանազատումն անհրաժեշտ է վերահաստատել՝ 2024թ․ վավերացված հանձնաժողովների կանոնակարգին համապատասխան։ Ինչ վերաբերում է հողի փոխանցման մեխանիզմին, ապա գործող իրավական համակարգը նախատեսում է «կառուցապատման իրավունք» ինստիտուտը։ Ընկերությունը հողի օգտագործման իրավունք է ստանում՝ ներդրում կատարելու և շահույթ ստանալու նպատակով։ Սակայն հողը բոլոր պարագաներում մնում է Հայաստանի Հանրապետության սեփականությունը, իսկ կառուցապատման ժամկետի ավարտից հետո կառուցված գույքն ամբողջությամբ դառնում է պետության սեփականությունը։ Քնարկվում են երկու ժամկետային տարբերակներ՝ 49 և 99 տարի։ Ժամկետների երկարությունը կախված է ներդրումների ծավալից և ներդրողի հնարավորությունից՝ իր ներդրումները շահույթով հետ ստանալու համար։ Կարճաժամկետ տրամադրումները ներդրումային իմաստ չունեն։ «Թրիպ Ռութ» ընկերությունը համատեղ հայ-ամերիկյան ձեռնարկություն է, որը քաղաքական համաձայնությունների իրականացման պրոֆիլ ունի, բայց ինքը մասնագիտացած չէ էներգետիկայի, երկաթուղու կամ նավթային ոլորտներում։ Այդ պատճառով կարող է առաջանալ անհրաժեշտություն ներգրավելու այլ մասնագիտական ներդրողներ։ Դա էլ իր հերթին ստեղծում է նոր ներդրումային հնարավորություններ Հայաստանի համար։ Վաշինգտոնի օգոստոսի 8-ի հռչակագրով հստակ ամրագրված է, որ Հայաստան և ԱՄՆ կողմերը պետք է համատեղ որոշեն երրորդ կողմ ներդրողների ներգրավման շրջանակը, ինչը թույլ է տալիս վերահսկել բոլոր ռիսկերը։ Նա ընդգծում է, որ «Թրիպ Ռութ» նախագիծը զուտ հայ-ամերիկյան նախաձեռնություն է, և որևէ ներդրողի ներգրավումը հնարավոր է միայն երկու պետությունների համաձայնությամբ»,- նշել է նա:
