Սա ՀԷՑ պետականացման գործընթացի թվացյալ վերջին արարն է. Պիպոյան

Բաբկեն Պիպոյանը ֆեյսբուքյան իր էջում գրում է․

Հանրային ծառայությունները կարգավորող հանձնաժողովը վաղվա նիստում կքննարկի «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ին լիցենզիայից զրկելու հարցը։ Սա ՀԷՑ պետականացման գործընթացի թվացյալ վերջին արարն է։ Ինչու՞ թվացյալ, որովհետև այս գործընթացը դեռ շատ երկար «կանցնի» տեղական ու միջազգային տարբեր դատարաններով և արբիտրաժներով։

Ինձ համար նիստի ելքը կանխատեսելի է։ Մեկնաբանեմ, թե ինչու։

Սպառողների իրավունքների պաշտպանությամբ զբաղվում եմ 2013 թվականից։ Իհարկե, տարբեր տարիներին տարբեր ակտիվությամբ, բայց այս ընթացքում հարյուրավոր, եթե ոչ հազարավոր քննարկումներ ենք ունեցել ամենատարբեր նախարարություններում, տեսչություններում, հանձնաժողովներում ու պետական կառավարման այլ մարմիններում։ Բացառություն է եղել ՀԾԿՀ-ն, որը թվում էր՝ ամենամոտերից է գործառույթների իմաստով։ Ավելի քան 12 տարվա ընթացքում ՀԾԿՀ-ում եղել եմ 2 անգամ, 2-ն էլ «ստիպված»։ Առաջինը՝ մոտ տասը տարի առաջ, երբ դիմել էինք մրցակցության պաշտպանության հանձնաժողովին՝ քննարկելու կապի օպերատորների հետ կապված խնդիր, ու հանձնաժողովը գործը քննելուց հետո պարզեց, որ իհարկե մոլորեցնեղ տարր կա, բայց տնտեսվարողները մեղավոր չեն, որովհետև կատարել են ՀԾԿՀ որոշումը։ Երկրորդը՝ գործընկերս խնդրեց՝ Մելիտա Հակոբյանը, մասնակցել փակ քննարկման, հարգանքից ելնելով, չկարողացա մերժել։ Հանձնաժողովի հետ շփումներիս բացակայությունն ունեցել է մեկ պատճառ․ միշտ կարծել և կարծում եմ, որ այս կառույցը գործում է ոչ թե ելնելով սպառողների շահերի պաշտպանությունից, այլ պարզապես մի կառույց է, որն իր որոշումներով փաթեթավորում է քաղաքական որոշումները։ Դա է պատճառը, որ վաղվա նիստի ելքն ինձ համար կանխատեսելի է։ Այդուհանդերձ, չեմ կարող մի քանի հարցադրում չներկայացնել, որոնք կցանկանայի բարձրաձայնվեին նիստի ընթացքում։

 Քաղաքական այլ իրողությունների պայմաններում՝ նմանատիպ խախտումների դեպքում, լիցենզիայի կասեցման հարց կքննարկվե՞ր, թե՞ հանձնաժողովը կսահմանափակվեր վարչական պատասխանատվությամբ։ Մինչ օրս եղած նախադեպերն ինչպիսի՞ն են։

 Հայաստանում երբեք էլ հանրային ծառայություննեի մատուցողները չեն հիացրել սպառողներին իրենց ծառայության որակով, և վատի ու վատագույնի մեջ ընտրության սկզբունքով, ո՞ր ընկերությունն է ավելի վատ կառավարվել ու ավելի շատ ոտնահարել սպառողի իրավունքները․ պետական ԲԷ՞Ց-ը, թե՞ ՀԷՑ-ը։
 
 Ըստ ձեր աշխատակցի հանրային խոսույթի՝ միայն նախորդ տարի Վեոլա ջրի հետ կապված ստացել եք 2000-ից ավելի բողոք։ Մտածե՞լ եք, թե քանի բողոք ու խախտում կլինի, եթե Վեոլայի ներսում պետությունը փորձի ինքնուրույն պարզել խախտումների քանակը։

 Ըստ էության, ոլորտը վերահսկող միակ կառույցը դուք եք, պետակա՞ն, թե՞ մասնավոր ընկերությանն ավելի անկաշկանդ«կհսկեք»՝ պաշտպանելու սպառողի իրավունքը։
 
 Եվ վերջում. շատ վատ է, որ սերվերներից տվյալներ են անհետացել։ Ինչու՞ ուժայինները չեն պարզել՝ դա միտումնավոր է արվել, թե ոչ։ Այդպիսով, ոչ միայն քրեական պատասխանատվության կարող էին ենթարկել, այլ նաև կլեգիտիմացնեին ձեր կասեցման որոշումը։ Ի վերջո, տարիներ շարունակ դուք էիք հիանում ՀԷՑ-ով, երբ մենք բարձրաձայնում էինք ՀԷՑ-ում առկա խնդիրները, գոնե «պարզերես անող» նոր հանգամանք ի հայտ կգար։
