Թմրամիջոցներ՝ ներքնակներում. ՊԵԿ-ը միջազգային առաքանիներից հայտնաբերել է «կոկաին» տեսակի թմրամիջոց

Օրերս ՊԵԿ մաքսանենգութան դեմ պայքարի վարչության աշխատակիցները,  Էլեկտրոնային առևտրի և օդային տրանսպորտով իրականացվող փոխադրումների վարչության աշխատակիցների հետ համատեղ, մաքսային զննման են ենթարկել «Հայփոստ» ՓԲ ընկերության միջոցով Իսպանիայի թագավորությունից Հայաստանի Հանրապետություն ներմուծված երկու առաքանի: Արդյունքում, կենդանիների համար նախատեսված միանման ներքնակներից հայտնաբերվել են 178 գրամ և 250 գրամ քաշով պոլիէթիլենային տոպրակներ` լցված «կոկաին» տեսակի թմրամիջոցներով։ 

Պարզվել  է նաև, որ առաքանիների հասցեատերերը բնակվում են տարբեր քաղաքներում և առաջին հայացքից իրար հետ որևէ առնչություն չեն ունցել: Հայտնաբերված զանգվածների նմանությունը, սակայն, կասկած է հարուցել վարչության աշխատակիցների մոտ, և առաքանիները ստացող հնարավոր անձանց վերաբերյալ իրականացվել են համապատասխան ուսումնասիրություններ։ 

Վարչության օպերատիվ հետախուզության բաժնի աշխատակիցները, համագործակցելով «Հայփոստ»-ի անվտանգության աշխատակիցների հետ, ձեռնարկել են անհետաձգելի օպերատիվ-հետախուզական միջոցառումներ:  178 գրամ «կոկաին»-ի փոխարեն, նմանատիպ այլ զանգվածների պարունակությամբ փոխարինված միջազգային սուրհանդակային առաքանին ստանալուց հետո, Երևան քաղաքում թմրամիջոցի մաքսանենգություն կատարելու անմիջական ծագած հիմնավոր կասկածով ձերբակալվել և մաքսանենգության դեմ պայքարի վարչություն են տեղափոխվել ՀՀ քաղաքացիներ Ա․Ս․-ն և Ա․Ե․-ն։ Նրանցից մեկը,  անձնական խուզարկության ընթացքում, ներկայացրել է լիցքավորված թմբուկավոր հրազենային ատրճանակ։

Ձերբակալված անձինք ներկայացվել են Քննչական կոմիտեի տնտեսական հանցագործությունների և մաքսանենգությունների քննության գլխավոր վարչություն, որտեղ ՀՀ քրեական օրենսգրքի 393-րդ և 399-րդ հոդվածների հատկանիշներով նախաձեռնված քրեական վարույթի շրջանակում վերջիններս ձերբակալվել են:

«Հայփոստի» հետ համատեղ օպերատիվ-հետախուզական միջոցառումները  շարունակվել են: 250 գրամ «կոկաին»-ի փոխարեն այլ զանգվածներով փոխարինված միջազգային սուրհանդակային առաքանին ստանալուց հետո Դիլիջան քաղաքում էլ ձերբակալել և Մաքսանենգության դեմ պայքարի վարչություն է տեղափոխվել ՀՀ 2 քաղաքացի։ Ձերբակալվածները ներկայացվել են ՀՀ քննչական կոմիտեի տնտեսական հանցագործությունների և մաքսանենգությունների քննության գլխավոր վարչություն, որտեղ նախաձեռնված քրեական վարույթի շրջանակում վերջիններս ձերբակալվել են:

Ձեռք բերված տվյալների համաձայն՝ առաքանիներում հայտնաբերված կոկաին տեսակի թմրամիջոցների ՀՀ տեղափոխումը և այնուհետև ՀՀ տարածքում դրանց ստացումը կազմակերպել է ձերբակալված Ա․Ե․-ն։

Դատարանի համապատասխան որոշումների հիման վրա ձերբակալվածներից  3-ի նկատմամբ, որպես խափանման միջոց է ընտրվել կալանավորումը, իսկ 1 անձի նկատմամբ կիրառվել է վարչական հսկողություն։  

Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով։
