Երևանյան «բնապահպանները» կրկին գործի մեջ․ երբ հանքը վատ է, բայց մայրաքաղաքի թունավոր օդը՝ ոչ

Գինեվետում կրաքարի հանքի վերաբերյալ հանրային լսումները կրկին վերածվեցին սկանդալի։ Ինչպես և նախկինում, երևանյան մի քանի գրանտային հասարակական կազմակերպություններ «դեսանտ» էին իջեցրել տեղում՝ նպատակ ունենալով խափանել գործընթացը։ Ակտիվիստները՝ տարիներ շարունակ առաջին գիծ դուրս եկող նույն դեմքերը, որոնք ժամանակին Ամուլսարի ծրագրի դեմ էին պայքարում, այս անգամ էլ փորձեցին կանգնեցնել մի նախագիծ, որը գյուղացիների համար կարող էր դառնալ աշխատանքի և զարգացման իրական հնարավորություն։

Տեսանյութերից պարզ երևում է՝ Գինեվետի բնակիչներն իրենք էին փորձում կարգի հրավիրել երևանցի «բնապահպաններին»՝ ասելով, որ իրենք են որոշելու՝ ուզո՞ւմ են հանք, թե ոչ։ Գյուղացիների պահանջը պարզ է՝ աշխատանք, կայուն եկամուտ և համայնքի զարգացում։ Իսկ ակտիվիստներն իրենց հերթին կրկնում էին սովորական քարոզը՝ «գյուղը փոշու մեջ կխեղդվի»։

Թե տվյալ հանքը իրականում կստեղծի փոշու կամ բնապահպանական այլ խնդիրներ՝ մասնագիտական գնահատականը պետք է տա բնապահպանական փորձաքննությունը։ Սակայն ակնհայտ է մեկ բան՝ աշխարհում հարյուրավոր երկրներում հանքեր են գործում՝ առանց բնությանը անդառնալի վնաս հասցնելու։ Ժամանակակից տեխնոլոգիաների կիրառմամբ հնարավոր է նվազագույնի հասցնել ռիսկերը։

Խնդիրը այլ տեղ է․ նույն խմբերը, նույն կազմակերպությունները՝ հաճախ օտար ֆինանսավորմամբ, մշտապես հայտնվում են այնտեղ, որտեղ խոսք է գնում տնտեսական գործունեության, ներդրումների կամ աշխատատեղերի ստեղծման մասին։ Նրանք պատրաստ են շաբաթներով ապաստանել Սյունիքում՝ ընդդեմ ԶՊՄԿ-ի, կամ բողոքել Վայոց Ձորում՝ Ամուլսարի դեմ։ Իսկ երբ խոսքը վերաբերում է Երևանին՝ աղտոտված օդին, աղբավայրերի հրդեհներին, Նուբարաշենի թունավոր հողերին կամ քաղաքային թթվածնի պակասին, նույն «բնապահպանները» կարծես անհետանում են։ Ոչ բողոքի ակցիա, ոչ հանրային հայտարարություն, ոչ էլ մամուլի ասուլիս։

Ստացվում է մի տարօրինակ բան․ երբ գործ ունենք ներդրումների, աշխատանքի և տնտեսական աճի հետ՝ բնապահպանական ակտիվիստները հանկարծ ակտիվանում են։ Իսկ երբ խոսքը գնում է այն վայրերի մասին, որտեղ իրական վտանգ կա մարդու առողջության համար, նրանց ձայնը չի լսվում։ Այդ լռությունը լուրջ հարցեր է առաջացնում՝ արդյո՞ք այս պայքարները բնապահպանական են, թե՞ պարզապես քաղաքական և ֆինանսական գործիք՝ ուղղված Հայաստանի տնտեսական նախաձեռնությունները խափանելուն։

Գինեվետի դեպքը հերթական օրինակն է, թե ինչպես է էկոլոգիական թեման օգտագործվում որպես ծխածածկույթ՝ ներդրումների դեմ պայքարի և գյուղական համայնքների զարգացման արգելակման համար։ Իսկ մինչդեռ Երևանում մարդիկ շնչում են ամենածանր օդը տարածաշրջանում, բայց ոչ ոք չի բողոքում։ Պարզապես այնտեղ հանքի թեմա չկա, հետևաբար՝ ոչ էլ գրանտային ֆինանսավորում։
