ՀՀ-ում հնարավոր կլինի հիփոթեքով գույք գնել հեռահար եղանակով. նախագիծ

Քաղաքացիները, այդ թվում՝ արտասահմանում գտնվող ներդրողները, կկարողանան Հայաստանի Հանրապետությունում գույք ձեռք բերել հիփոթեքային վարկավորմամբ՝ առանց նոտարական վավերացման և առանց ֆիզիկապես ներկա լինելու։  

«Արմենպրես»-ի հաղորդմամբ՝ Ազգային ժողովի տնտեսական հանձնաժողովի նիստում այս մասին ասաց ՀՀ կադաստրի կոմիտեի ղեկավար Սուրեն Թովմասյանը՝ ներկայացնելով համապատասխան նախագիծը։

Թովմասյանը ներկայացրեց, որ փոփոխությունները վերաբերում են այն եռակողմ պայմանագրերին, որոնց կողմերն են բանկը կամ վարկ տրամադրող կազմակերպությունը, գնորդը և վաճառողը։

«Այս փոփոխությամբ սահմանվում է հնարավորություն, որ նման պայմանագրերը իրավունքի պետական գրանցման ներկայացվեն առանց նոտարական վավերացման։ Բանկը՝ որպես հիփոթեքային վարկ տրամադրող, կներկայացնի պայմանագիրը Կադաստրի կոմիտե՝ էլեկտրոնային եղանակով»,-նշեց նա։

Թովմասյանի խոսքով՝ նախաձեռնությունը միտված է երկու հիմնական նպատակի․ գործընթացների պարզեցում և ծախսերի նվազեցում, քանի որ քաղաքացիները այլևս կարիք չեն ունենա նոտարական հաստատման և լիազորագրերի տրամադրման։ Երկրորդ նպատակն անշարժ գույքի շուկայի զարգացումն է, որը հնարավոր կդարձնի ներդրումներ անել Հայաստանի անշարժ գույքի շուկայում՝ նույնիսկ արտասահմանում գտնվելու դեպքում։ 

«Եթե արտասահմանում ապրող մարդը ցանկանում է ներդրում կատարել և գնել գույք հիփոթեքային վարկավորմամբ, նա կարող է առուծախի պայմանագիրը ստորագրել հեռահար եղանակով՝ առանց Հայաստան այցելելու։ Բանկը էլեկտրոնային եղանակով կներկայացնի պայմանագիրը Կադաստրի կոմիտե, որը կդառնա իրավունքի պետական գրանցման հիմք»,-ընդգծեց կոմիտեի ղեկավարը։ 

Նա հավելեց, որ քաղաքացիները հնարավորություն կունենան ընտրելու՝ օգտվե՞լ նոր թվային մեխանիզմից, թե՞ պահպանել նոտարական վավերացման ավանդական եղանակը։ Օրենքի ուժի մեջ մտնելուց հետո Կառավարությունը կսահմանի նաև պայմանագրի միասնական ձևանմուշ, որով կիրականացվի այդ գործարքների գրանցումը։
